General Description
Health Services to children is an integral part of the more extensive system of services provided by Head Start. The Health and Nutrition Manager plays an integral part in supporting the program's goals. This position is responsible for facilitating and implementing Health and Nutritional Services, including dental exams, physical examinations, screenings, and immunizations, for children. The position is responsible for developing, coordinating, and implementing health programs, continuous monitoring, tracking and record keeping, community relations, and outreach. The Health and Nutrition Manager monitors the implementation of state and federal health requirements described in the Head Start Program Performance Standards. The Health and Nutrition Manager works collaboratively with other departments (Education, Disabilities/Mental Health, Family Services, and Enrollment Services), program staff, community agencies, health care professionals, provide training to GenerationEd staff and parents
Essential Duties and Responsibilities
1. Plan, monitor and implement case management strategies to ensure compliance with health and nutrition objectives.
2. Perform supervisory functions related to assigned staff in areas of health and nutrition enable team to meet responsibilities outlined in job description and day- to- day program needs in the areas of health, dental, nutrition, and safety.
3. Monitor staff to ensure that screenings and assessments, referrals, home visits and follow-ups are conducted in the required time frame and establish procedures for the screenings and follow-up process for health and nutrition concerns.
3b. Determine and monitor that each child is on required immunization and well-child visit schedule and work with Health Specialist to identify any children not on EPSDT schedule and develop action plans for families in collaboration with Family Advocates to keep track and document appointments.
4. Record-Keeping and Monitoring:
* Ensure that all information in health records, tracking systems and database is accurate and current to include children's health and medical services and needs, Dental Services, Special Health Care Plans, program health and nutrition screenings and other health data as required.
* Evaluate health information provided on application prior to enrollment for all children on the waitlist and develop action plan if follow-up is needed.
* Work closely with the Compliance and Data Director to ensure that the database is accurate and up to date.
4b. Ensure that all data required for the annual PIR report is accurate and complete by the annual deadline
5. Maintain and monitor system for ordering and distributing health, nutrition, dental and safety supplies including first aid kit supplies, toothbrushes, toothpaste, gloves, diapers, and mealtime supplies for classrooms.
6. Ensure that children's special health or nutritional needs are identified, documented and Special Healthcare Plans are written, monitored, updated, and followed in collaboration with teachers, families and doctors.
7. As a member of the management team develop forms, policies, procedures, systems and work plans related to health and nutrition.
8. Assess family needs in health, dental, and wellness.
9. Ensure that families are linked to medical and dental professionals for continuous preventive care and treatment.
10. Ensure that children receive medical, dental, nutrition, and lead screenings according to Head Start Performance Standards and NC DCDEE licensing regulations. (Documentation is essential)
11. Encourage parents to become advocates for their child's health and wellness, promotion and injury prevention.
12. Prepare and submit reports and data information to management as requested.
13. Ensure health and nutrition resource information is current and available to family advocates for distribution to parents as needed.
14. Provide pre-service and in-service training to staff on required and identified topics. Attend local, state, and regional training to remain current in best practices, trends in child development and special education services
15.Coordinate the organization of local Health Services Advisory Committee (HSAC) meetings twice a program year.
16. Ensure and maintain confidentiality in matters concerning Head Start children and families.
17. Assist in building Head Start's relationship with other agencies to help further Head Start program goals on a professional level by attending interagency, organizational and committee meetings as appropriate.
18. May be assigned other responsibilities that enhance program goals and objectives.
19. Regular attendance is a requirement of this position.
20. Gather information for the Community Assessment through established relationships with the medical and dental community, other human services agencies, community partners, and analyze community data to support children and family needs.
21. Maintain a professional and courteous manner with co-workers and the public
Compliance
* Adheres to the agency policy and procedures, Head Start Performance Standards, NC DCDEE regulations
* Assist in completing the Health and Wellness section of the Program Information Report (PIR)
* Maintaining the agency medical and dental health records, inventory and purchases of supplies
* Establishes and monitors services that ensure program quality and compliance with Head Start Program Standards
* Responsible for reporting Child Abuse and Neglect immediately by following the policies and procedures
* Adhere to Active Supervision policy
* Agency Code of Conduct Policy
Essential Qualifications
* LPN, BS/BA or a masters degree in public health or science related to the health and human services field plus 2 years experience working with children birth-5 and their families
* Experience working with families living in poverty.
* Training and experience promoting young children's health.
* Ability to work collaboratively to identify and address problems and concerns.
* Strong communication, organizational and time management skills.
* Computer literacy (word processing)
* Ability to relate effectively with children, families, community members and staff of diverse backgrounds.
* Skill and willingness to deal with sensitive family situations in a non-threatening, professional manner.
* Excellent written and verbal communication skills.
Physical, Mental and/or Visual Demands
* Must be able to sit and stand for extended periods of time throughout the day.
* Must be able to lift up to 35 lbs.
* Must be able to bend and stoop.
* Must be able to walk extended periods throughout the day monitoring.
* While performing the duties of this job, the employee is exposed to weather conditions prevalent at the time.
* The noise level in the work environment is usually moderate.
* Specific vision abilities required by the job include close, distance, color, peripheral depth and the ability to adjust focus.
