The consultant will be required to begin work at 6 am Eastern Time to maximize overlap with the Office Director in Kazakhstan and the Health Team based in the Washington, DC area.Level of Effort: The consultant must be available for a minimum of 30 hours per week but full-time is preferred.Position Overview: The Health and Nutrition Technical Specialist provides oversight to the OSS health team, serving as the in-house subject matter expert and key advisor on Afghan health programs and projects. Duties are of significant scope and complexity and require specialized knowledge of USG programing, including policies, procedures, and documentation related to all areas of the program cycle. The consultant establishes effective working relationships across USAID/Afghanistan's offices, particularly the Office of Program and Policy Development (OPPD), the Office of Financial Management (OFM), and the Office of Acquisition and Assistance (OAA). Skills in team management, task prioritization, and clear writing are crucial to this position.Major Tasks and Activities:
- Support the Office Director in day-to-day management and oversight of OSS health programs and internal office operations, including budget and resource planning, reporting, reviewing systems and procedures, and ensuring the office is responsive to strategic opportunities.
- Serve as a senior technical expert, assisting in planning for and implementing a broad range of health and nutrition activities.
- Support members of the Health Team and coordinate their activities related to program oversight, monitoring and evaluation, results reporting, financial tracking, and planning. This includes support for developing the annual operational plan (OP) and performance plan and report (PPR).
- Lead on responding to inquiries from the Office of the Inspector General, Special Inspector General for Afghanistan Reconstruction, and Congress.
- Coordinate with USAID/Afghanistan's third-party monitoring partner to conduct site visits to monitor implementation progress. Use results to recommend changes in strategic and/or implementation approaches.
- Support the Health Team in the design of a new health activity to begin in mid-2025.
- Provide mentoring and guidance to the Health Team related to leadership and professional development.
- Liaise with USAID staff in the Bureau of Global Health (GH) in Washington DC and orient USAID/Afghanistan's health program to align optimally with GH principles and program objectives.
Required Experience and Education:
- Experience: Minimum of seven (7) years of progressively responsible experience in the implementation and/or management of international health development activities/projects is required, at least three of which should be based in a beneficiary country.
- Education: Master's degree in public health or a relevant social sciences field is required.
