Health and Safety Specialist MSHA

Position Summary

The Senior Safety Specialist is responsible for planning, implementing, monitoring, and optimizing processes related to occupational health and safety at our MSHA regulated facility in Corbin, Kentucky. This position will support the mineral milling and surface mining activities at our facility. Key responsibilities will include assuring effective management of H&S risks and compliance with applicable federal and local H&S regulations and company policies. Developing and driving recommendations for actions to reduce or eliminate occupational injuries, illnesses, and financial losses. This role will collaborate with plant operations, maintenance, reliability, supply chain, quality, and corporate EHS functions to develop accident prevention and loss mitigation systems and programs for incorporation into the operational policies of the organization and, promoting a strong safety culture founded on individual ownership and accountability. This is an onsite position.

Position Description

Responsibilities

  • Interact with workers in the field, discussing the work that is being completed.
  • Ensure compliance with all health and safety regulations; stay abreast of changes to laws and regulations; advise management accordingly
  • Develop and implement safety policies and procedures in compliance with local, state, and federal rules and regulations including OSHA and/or MSHA
  • Keep Management and Supervision aware of problem areas and develop action plans to address issues.
  • Contribute to safety reviews through the Management of Change Process to ensure proper risk management.
  • Coordinate site preparations for regulatory inspections and lead field tours with regulators.
  • Gather information and prepare responses to regulatory questions for review by senior H&S leaders.
  • Plan and implement H&S training for employees and contractors
  • Establish and lead the safety committee
  • Manage relationships with regulatory bodies; intervenes as an authority in the relationships with regulatory bodies as appropriate
  • Conduct timely accident/incident investigations using an objective, data-driven approach, to include robust root cause analysis
  • Train and mentor employees in safety policies/procedures, safe work practices
  • Certify contractors using designated contractor prequalification system.
  • Perform other duties as assigned
Requirements:

Knowledge, skills, and abilities

  • Thorough knowledge of applicable local, state, and federal regulations (OSHA, MSHA, ANSI, NFPA), safety standards, and methodologies
  • Proven track record of critical thinking and problem-solving
  • Ability to implement, support, and explain recommendations and decisions to Management
  • Project management and training background
  • Strong technical and business writing skills; strong communication and interpersonal skills
  • Ability to present complex material in a concise and compelling manner
  • Capable of managing multiple projects and deadlines
  • Ability to provide timely, effective, and balanced feedback to workers at all levels of the organization
  • Proficient with Microsoft Office, including Word, Excel, and Outlook and PowerPoint
  • Ability to work weekends, evenings; nonstandard hours in order to provide safety support whenever needed
  • Ability to travel on occasion

Education and experience

  • Associate's or Bachelor's degree in EHS, Industrial Hygiene or related discipline or equivalent experience required
  • Five or more years recent H&S experience in an MSHA setting
  • Experience in an OSHA setting is preferred.
  • Working knowledge of 30 CFR, Parts 47, 48, 50, 56, 57, 62, and 100 MSHA instructor certification preferred
  • Experience with regulatory agencies
  • Process Safety Management experience required
  • Experience managing continuous improvement projects required

Supervisory responsibilities

This position may have supervisory responsibilities.

Physical Requirements

  • Ability to work in a physically demanding environment, including walking or standing for extended periods (up to 8-10 hours per day).
  • Must be able to navigate through various types of terrain, including uneven surfaces, gravel, mud, or steep inclines both indoors and outdoors.
  • Ability to climb stairs and ladders up to 50 feet, and occasionally work at heights of up to 100 feet.
  • Frequent bending, stooping, and crouching to inspect equipment or workspaces.
  • Ability to move about in tight or confined spaces, such as crawl spaces or around large machinery.
  • Must be able to lift, carry, and move items up to 50 pounds without assistance, and occasionally lift heavier objects with proper equipment or assistance.
  • Frequent reaching, gripping, and handling of materials and tools.
  • Adequate vision (with or without corrective lenses) to perform detailed inspections, read instruments and data, and assess potential hazards.
  • Good hearing (with or without hearing aids) to detect alarms, machinery sounds, and communication in high-noise areas.
  • Ability to work in varying environmental conditions, including exposure to high temperatures, cold, humidity, dust, fumes, noise, and chemicals.
  • Must be able to work while wearing Personal Protective Equipment (PPE), such as hard hats, steel-toe boots, safety glasses, gloves, respirators, and hearing protection as required.
  • Exposure to potentially hazardous conditions, including high-voltage equipment, heavy machinery, and confined spaces. Must adhere to strict safety protocols at all times.
  • Ability to work shifts, extended hours, or weekends, as necessary to accommodate plant operations, training, or emergency situations.
  • Must be able to respond to emergency situations promptly, including being available for on-call duties as required.
  • Occasional travel may be required for safety meetings, training, or inspections at other facilities.
