Applications to be submitted by November 21, 2024 Compensation Grade: P18 Compensation Details: Minimum: $63,887.00 - Maximum: $63,887.00 Annually Department (OPH) CCH - Division of Chronic Disease Prevention Job Description: Responsibilities Health Research, Inc. is seeking a Health Program Administrator (HPA) to work within the Division of Chronic Disease Prevention's Fiscal Management Unit (FMU). The incumbent will join a dynamic team who assist with the development and processing of payments to state contractors who are assisting the Division with implementing Chronic Disease Initiatives such as improving cancer surveillance activities, providing cancer education, detection and treatment services and providing chronic disease information and education in underserved and high need areas. The HPA will aid with contract development activities and administration activities including providing technical assistance to contract managers and/or, at the request of the contract manager, directly with agencies (in conjunction with contract manager) to support them in addressing fiscal issues such as preparation of budgets, budget justifications, budget amendments/modifications, and claims for reimbursement of expenses; serving as a liaison to and provide information and/or clarification regarding fiscal and/or contract inquiries in response to requests from Division leadership, Bureau staff, Center for Community Health (CCH), Fiscal Management Group (FMG), Division Of Budget (DOB), and others as necessary; contributing to the development of fiscal and contract guidance documents for the Division (includes fiscal, administrative, bureaus, and contractors). The incumbent will also be responsible for performing other fiscal activities which will include reviewing and tracking monthly vouchering requirements, percent of the contract spent, explanation of the variance and action being taken with contract agencies to address any variance in spending. The incumbent will perform other appropriate related duties. Minimum Qualifications A Bachelor's degree in a related field and two years of experience in the administration of personnel, fiscal, or other related operational activity; OR an Associate's degree in a related field and four years of such experience; OR six years of such experience. A Master's degree in a related field may substitute for one year of experience. Preferred Qualifications Experience with computer database systems and Microsoft related applications with an emphasis on fiscal accounting or bookkeeping experience and a variety of software including fiscal spreadsheets. Experience with a financial system including processing claims for payments and contracts. Knowledge of fiscal and contracting procedures, rules and regulations, Federal regulations, and applicable cost principles. Training in and familiarity with the key concepts of health equity and racial justice. Conditions of Employment Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required. Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position. This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will be available.
