Minimum Qualifications Reassignment: Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a Health Program Administrator, G-18, Health Program Administrator Trainee 1, NS or Health Program Administrator Trainee 2, NS.

Transfer: Current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer under Section 52.6 or 70.1 of the Civil Service Law.

NY HELPS:

Trainee 1: A bachelor's degree or higher.

Trainee 2: A bachelor's degree and one year of experience in the administration, supervision and oversight of agency programs including the design, implementation, administration, management, operation, and assessment of program effectiveness. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Grade 18: A bachelor's degree and two years of experience in the administration, supervision and oversight of agency programs including the design, implementation, administration, management, operation, and assessment of program effectiveness. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Preferred Qualifications: Preferred educational background in public health or health education.

Preferred professional or volunteer experience at a community-based organization working on violence prevention or rape crisis program advocacy.

Some preferred competencies include:

1. Subject matter expertise related to sexual violence prevention including knowledge of risk and protective factors at individual, relationship, community, and societal levels; and the importance of addressing Social Determinants of Health and health disparities.

2. Excellent interpersonal communication skills for presenting written and oral information to a diverse audience including internal leadership, peers, and external partners.

3. Personal organization including time management, project management, and utilizing the Microsoft Office suite to track, organize, and work within a team.

4. Knowledge of health equity and commitment to health equity practices.

Duties Description The Bureau of Perinatal, Reproductive, and Sexual Health is seeking a Health Program Administrator (HPA) to work in the Sexual Violence Prevention Unit. The HPA will work towards increasing the Department's capacity for a public health approach to sexual violence prevention by assisting with all activities related to the primary prevention of sexual violence.

The HPA will be responsible for:

1. Assisting with the planning and implementation for the Department's State Action Plan for sexual violence prevention. This includes collaborating with the Resource Center for Training, Technical Assistance, and Evaluation to develop critical tools for the field such as an implementation workplan, logic model template, and other evaluation tools; and assisting the Communities Mobilizing for Safety Program by reviewing workplans and offering technical assistance on sexual violence prevention activities in local communities throughout New York State.

2. Researching and maintaining the most current information on sexual violence prevention from a public health perspective. This includes conducting routine literature reviews, tracking information on trends or innovative practices, data identification and tracking related to direct and proxy measures for sexual violence, attending trainings and conferences, and seeking out grant opportunities.

3. Acting as a liaison for stakeholder engagement with partners working on the prevention of sexual violence from multiple sectors including federal and state agencies, community-based organizations, and culturally specific organizations. This includes maintaining a partnership database and assisting with the general planning/coordination of the sexual violence prevention health equity advisory committee, the annual Rape Prevention and Education Program summit, and the New York State Prevention Conference.

4. Improving the Department's health communication related to sexual violence prevention. This includes maintaining the sexual violence prevention unit website, creating a new resource library on sexual violence prevention in New York State, improving documents for plain language and accessibility, and sharing resources with the public on the public health approach to sexual violence prevention.

5. Participating on other teams or projects within the Department related to health equity, violence prevention, and procurements.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
