Duties Description The Health Systems Specialist 2 will lead, conduct and participate in federal and/or state surveillance activities at hospitals, dialysis facilities, ambulatory surgery centers, clinics and other acute care settings facilities in the Metropolitan Area Regional Office area to determine compliance with federal and state regulations. The Health Systems Specialist 2 is responsible for preparing Statements of Deficiency using Principles of Documentation and reviewing and approving Plans of Correction within required timeframes. The Health Systems Specialist 2 will also review facility policy and procedures for Certificate of Need and conduct onsite pre-opening surveys for licensure.
Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent permanent, competitive service and eligible for a 70.1 transfer.
Non-Competitive Candidates Via NY HELPS: Current registration with the Commission on Dietetic Registration AND two years of experience in one or more of the following areas: providing clinical services in a licensed healthcare facility or program or utilizing clinical knowledge in the review or oversight of clinical services for reimbursement or quality assurance purposes.
Preferred Qualifications: Professional experience as Dietician in an acute care setting and familiar with the hospital surveillance process and State and Federal Laws and Regulations. The candidate must be highly motivated, possess excellent interpersonal, critical thinking, organizational and problem-solving skills; ability to function independently and work as a member of a team, prioritize and address multiple tasks and responsibilities; scheduling expertise. Must have a strong knowledge of databases and be computer literate. In addition, the ideal candidate must have excellent writing and editing skills and be able to effectively interpret laws and regulations governing health care facilities and health care providers in New York State.
Additional Comments Maintains current certification in New York State as a Certified Dietitian/Nutritionist.
Open Competitive: Current registration with the Commission on Dietetic Registration (CDR) as a Registered Dietitian (RD) or New York State Education Department (NYSED) certification in dietetics-nutrition and have completed a minimum of an additional 400 hours of supervised dietetics practice under the supervision of a RD.
Non-competitive appointment via the NY HELPS program. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
This position requires travel, including to locations that may not be serviced by public transportation.
