Marketing Statement
Under general supervision of the EVP of Leased Housing, coordinates scheduling, document decisions and follow up for administrative hearings for the Philadelphia Housing Authority Housing Choice Voucher (HCV) programs; performs paralegal and training services as needed; makes recommendations and conducts follow ups to implement the hearing officer's decision in accordance with existing procedures or written guidelines, such as PHA's Administrative plan, Moving to Work (MTW) Demonstration Agreement, HUD regulations, handbooks, desk references, or existing records. Acts as a liaison for legal advocates contacting the HCV program regarding voucher participants. Coordinates with participating owners who request mediation with voucher participants and processes termination actions for PHA investigations and landlord/tenant court judgments.
Annual salary range: $53,659 - $57,012
Qualifications
Required Skill in:

Certifications, Licenses required
Requires possession of a valid Commonwealth of Pennsylvania Class C Drivers License; Within the first year of tenure in the position, must pass the Hearing Officer Workshop certification exam (training and test at Philadelphia Housing Authority's expense).
Travel required
Limited travel to PHA sites as warranted.
Minimum education
Bachelor's degree in Public or Business Administration, Criminal Justice, Law or a related field; AND
Minimum experience
Three (3) or more years of experience in public housing, public agency or housing choice voucher programs; OR an equivalent combination of education and related experience.
Preferred education and experience
Paralegal experience is preferred.
Responsibilities
Directs the scheduling of informal hearing dates and times and coordinates with participants as required; Coordinates and conducts pre-hearing activities (Meetings or conferences); Develops, maintains, troubleshoots and administers various databases to include Excel, Access and web-based databases to ensure operational integrity, to include the hearing docket database; Works with various advocacy groups representing the participant as well as the internal legal department in rescheduling hearings or providing access to case information; Receives/reviews all hearing requests and assess the nature of each situation to decide how to proceed with each individual request; Maintains daily contact with the inspections department to inform of inspection approvals and to track subsequent inspection results; Facilitates the informal hearing process including audio recordings and, possibly, computer documentation of the process; Directs the mailing of required “Notice of Final Decision” to participants and ensures a copy is placed in the file in accordance with the CFR; Coordinates daily appointment and meeting calendars, make necessary arrangements to keep staff apprised of required attendance at court, hearings, meetings, etc; Manages participant's file integrity in accordance with privacy and confidentiality laws and regulations and ensures that all evidence is included; Reads and researches all hearing requests and schedule hearings accordingly; Mails out hearing date notices for all applicable participants & landlords involved in the hearing process; Coordinates/locates all files needed for each hearing; Conducts legal research for information related to specialized subject matters; Proof reads all files for accuracy; Reviews files, documents and other case information prior to hearings; provides briefing to PHA legal counsel; Assembles files and documents required for hearings; represents Leased Housing in Grievance Hearings; Reviews and makes determinations concerning requests for reasonable accommodations and schedules hearings as appropriate; Reviews requests for Leasing to Relatives in the HCV program to determine if the reasonable accommodation request will be approved in consultation with the Executive Vice President-Leased Housing; Act as HCV point of contact for legal aids providing assistance to program participants; Document and track all landlord & tenant judgements; while ensuring participants remain in compliance with the court order and scheduling for hearings as appropriate; Track and ensure the appropriate actions are taken for all Office of Audit and Compliance (OAC) and PHA Police Department PHAPD investigations and terminates voucher assistance or schedule for hearings if requested; Schedule and host mediation meetings between participating landlords and tenants to bring resolution to tenancy prior to court actions; Track all HCV repayment agreements in conjunction with Finance and take the appropriate action when necessary, including termination voucher assistance; Provide reporting to the Executive Vice President-Leased Housing as requested and on a monthly basis; Performs other duties as assigned; Other duties as assigned
