Help Wanted: Food Waste Diversion Specialist, Concord, NH - Full Time May 17, 2024 The State of New Hampshire, Department of Environmental Services, Waste Management Division, Solid Waste ManagementBureau has a full time vacancy for a Food Waste Diversion Specialist.Summary:Assesses and implements arange of food waste reduction initiatives and projects to establish, maintain, and restore compliancewith the goals and objectives of the food waste grants and contracts program, applicable statutes, and regulations in the MaterialsManagement, Education, and Planning Section of the Solid Waste Management Bureau, Waste Management Division.YOUR EXPERIENCE COUNTS - Under a recent change to the rules, an applicant's relevant experience now counts towards formaleducation degrees referenced below.18 Months of additional relevant experience = Associate's degree36 Months of additional relevant experience = Bachelor's degree54 Months of additional relevant experience = Master's degreeMINIMUM QUALIFICATIONS Education : Master's degree from a recognized college or university with major study in a related biological science orenvironmental science. Each additional year of approved formal education may be substituted for one year of required workexperience. Experience : Four years' experience in environmental science, hazardous waste management, environmental monitoring, health,solid waste management, hydrogeology, waste treatment systems or related scientific fields, with responsibilities in programresearch, planning, monitoring, and evaluation.OR Education : Bachelor's degree from a recognized college or university with major study in a related biological science orenvironmental science. Experience : Five years' experience in environmental science, hazardous waste management, environmental monitoring, health, solid waste management, hydrogeology, waste treatment systems or related scientific fields, with responsibilities in program research, planning, monitoring, and evaluation. An employee in traineestatus shall meet the minimum qualifications within the period of time specified on the SJD, not to exceed one year of being hiredinto this position.RESPONSIBILITIES:Provides technical assistance and information to state and local agencies, the regulated community, trade/business associations,and the public to ensure compliance with applicable rules and regulations, and achievement of program goals and objectives.Establishes and implements administrative rules and a variety of education and outreach initiatives necessary to providestakeholders with the proper compliance and grant information to ensure legislative mandates and program goals are met.Drafts, edits, and updates a variety of program documents and other communication tools, including but not limited to brochures,fact sheets, guidance documents, technical manuals, forms, webpage postings, notices, and press releases, in support of theprogram's education/outreach and compliance assurance functions.Communicates technical information and provides technical assistance to federal, state and local agencies, the regulatedcommunity, trade / business associations, and the public to ensure that these groups are adequately and accurately informed ofthe program's requirements in order to achieve compliance with environmental regulations in a cost-effective manner.Coordinates the implementation of the food waste grants and contracts program that provides funds to municipalities, non-profitorganizations and private entities for the establishment, improvement, or operation of food waste diversion projects. Reviews andevaluates the grant program activities and its grant recipients to ensure program goals are met and makes recommendations forprogram improvements as needed.Inspects and audits regulated facilities for compliance with applicable rules and regulations, documents and assesses the results,recommends regulatory response actions, implements or coordinates the appropriate response action, assists in enforcementactions as needed, and tracks completion of all related action items.Prepares a variety of documents to implement compliance assurance actions and decisions, including but not limited tocorrespondence, inspection reports, compliance assessments, permits and other regulatory approvals, letters of deficiency, andadministrative order worksheets.Establishes and maintains meaningful communication with program stakeholders, including facility owners and operators, industrytrade associations and other representatives, concerned citizens, public officials, local, state and federal agencies, consultants,advocacy groups, and others, in order to establish and maintain collaborative and cooperative working relationships and informeddecision-making.Researches best management and industry practices, industry trends, and issues of concern to maintain a good base of knowledgewithin the program.Continually seeks to improve practices to add quality and value in support of the Department's mission while identifying andeliminating unnecessary or redundant actions.Disclaimer Statement:The supplemental job description lists the essential functions of the position and is not intended to includeevery job duty and responsibility specific to the position.
