This position reports to the Administrator II for Plan Management and will collaborate closely with administrators for the other Heritage Health contracts to ensure consistency, accuracy, and transparency across the program.You have the passion, we have the opportunities - let's make a difference for Nebraskans!Examples of WorkThis position provides comprehensive oversight for one of the Heritage Health Plan contracts and its contract management team. Job duties include:
  • Administer health plan contract that provides benefits for approximately 110,000 Nebraskans with an annual approximate value over $400 million in State and federal dollars under complex federal, State and agency regulations and Heritage Health contract requirements.
  • Direct and conduct studies and research utilizing management tools to continually monitor health plan services and efficiencies; review findings and prepare reports and other publications to investigate and assess health plan contract operational trends, issues, and program objectives.
  • Monitor accomplishments, develop and implement action plans to address deficiencies.
  • Establish strategic plans and utilize quality assurance/performance improvement program to evaluate health plan performance relative to all applicable regulations and contract requirements.
  • Determine or recommend program policy by analyzing all pertinent issues and information, assessing the impact of proposed policy changes on the provisions of services and determining/securing resources necessary to implement such policy.
  • Provide direct supervision of the contract management team.
  • Plan, organize and direct activities of the contract team by developing and administering program objectives, strategies, procedures, policies, priorities and securing resources to carryout goals and objectives mandated by law, regulation, and Heritage Health contract requirements.
  • Establish functional work activities and assign tasks within the contract management team to meet unit goals/objectives.
  • Communicate effectively with the health plan leadership, health plan representatives, stakeholders, providers, members, association representatives and other members of the management team from across the division and agency to promote agency core competencies, values and provide excellent internal and external customer service.
Requirements / Qualifications:Minimum Qualifications: Bachelor's Degree in public administration, social work, human development, public health, behavioral science, law, finance, human resources or other program related field AND two years of experience in a field related to the assigned program area including supervisory experience; OR a Master's degree in any of the above mentioned fields. Experience may be substituted for the educational requirement on a year-for-year basis.Preferred Qualifications: 2+years of professional supervisory experience at a senior manager or director level and/or 2+ years of experience performing or supervising contract monitoring or financial auditing of health care contracts and/or2+ years of experience with Medicaid or a Managed Care Organization(MCO). Intermediate/Advanced skill level in Microsoft SharePoint, Excel, Outlook, PowerPoint, and Word; ability to travel on occasion. A valid driver's license or the ability provide independent authorized transportation. Regular, predictable attendance is an essential job function.Other: Position is located on-site at the Nebraska State Office Building in Lincoln.Knowledge / Skills / Abilities Proficiency in Microsoft SharePoint, Excel, Outlook, PowerPoint, and Word is required. Accomplished writing and research skills to produce effective communications are required. Knowledge of regulations relevant to the Medicaid program; quality assurance/performance improvement principles and methods of analyzing continuous improvements; business and management principles including strategic planning, resource allocation, human resources, leadership and coordination of people and resources; Knowledge, skills and abilities principles of supervision and staff development; budget administration practices. Skill in communicating information others will understand; using logic and reasoning to identify strengths and weaknesses of alternative solutions; identifying complex problems to develop and evaluate options and implement solutions.
