THE POSITION

Do you have a background in improving departmental efficiency and upholding quality standards? The Department of Transportation Region 3 is seeking a Highway Administration Program Manager 1 to lead the quality management program, acting as a bridge between districts, counties, and the central office on maintenance policies, procedures, and initiatives. DESCRIPTION OF WORK

In this role, you will support the development and ongoing management of maintenance initiatives for county maintenance organizations. You will offer advice to district and county personnel on benchmarking and best practices to enhance the efficiency and cost-effectiveness of various operations. Additionally, you will create, implement, and oversee the sectional cycle maintenance plan while assisting districts in reviewing and approving proposed plans for the calendar year. As a subject matter expert, you will establish core maintenance activities and cycle durations, standardize policies and procedures for fleet management, winter snow route assessments, and crew composition. You will also provide guidance on equipment sharing strategies, review and approve appropriation 409 submissions from districts, and assist in the creation and implementation of asset management plans for structures under 8 feet. Furthermore, you will participate as a member of the Maintenance Accreditation Performance Indicator committee and oversee Work Zone Traffic Control Quality Assurance reviews.

Work Schedule and Additional Information:

+ Full-time employment

+ Work hours are 7:30 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch.

+ Telework: You may have the opportunity to work from home (telework) part-time, up to 2 days a week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office.

+ This position will be headquartered in one of the following DOT District offices closest to the selected candidate's home that meets business needs and has available space.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

+ Five years of professional experience in the design, construction or maintenance of highways, bridges, traffic systems or other comparable structures or in the administration of related transportation programs, that includes three years in a managerial capacity or directing the work of civil engineers; or

+ An equivalent combination of professional experience and training that includes three years in a managerial capacity or directing the work of civil engineers.
