The primary focus of the position is performing Maintenance Specialist tasks while leading teams in the completion of maintenance activities including but not limited to road emergencies, snow plowing, road and bridge maintenance, inventory tracking, equipment repairs, and documentation. It also requires coordination with others including those with other internal County departments, cities, townships, other counties, and state partners. The position is expected to conduct work by best management practices, modern methods, recognized maintenance principles, industry guidelines, and appropriate rules, regulations, and statutes.The position is responsible to provide feedback for performance management to the Assistant Maintenance Supervisor for Maintenance Specialist team members and for the daily safety and customer service of team members this position leads.Leadership accountabilities require effective collaboration, positive team relations, communication skills, engagement, recognition, and mentoring of staff.The Highway Lead Worker is expected to represent the Highway Maintenance Division positively while fostering productive relationships with elected officials, customers, and public stakeholders when interacting with them to identify their needs, interests, and priorities for ensuring excellent customer service, relating to highway maintenance operations.Work is performed in a group setting or independently according to oral or written assignments or established policies/practices under limited supervision with direction from the Assistant Maintenance Supervisor and oversight from the Maintenance Supervisor. Essential Duties & Responsibilities
- Participates in the work of the highway maintenance team.
- Leads team(s) to accomplish responsibilities and assigned duties promptly, following best practices, specifications, guidelines, rules, laws, etc.
- Operates a variety of heavy equipment such as motor graders, dozers, backhoe/loaders, loaders, skid steers, chainsaws, and trucks along with all related equipment necessary for highway repair and maintenance at a professional level when assigned.
- Performs Maintenance Specialist duties including but not limited to manual tasks related to highway maintenance such as snowplowing, blading, crack sealing, patching, brushing, cleaning/repairing/replacing culverts, mowing, cleaning, sealing, and painting bridges, restoring erosion, storm clean-up, repairing and replacing signs, erecting safety barricades and traffic control work zones, facility repairs/maintenance, servicing, data collection, field maintenance, preservation and/or running repairs on equipment, etc.
- Readily available on a 24-hour emergency call-out basis for emergency operations.
- Provides input for planning, scheduling, assignments, and execution of County Highway maintenance work on County maintained roads, bridges, ditches, facilities, and maintenance operations.
- Leads team engagement, including recognition, coaching, mentoring, and constructive feedback for Maintenance Specialist team members.
- Makes field decisions for completing the assigned work.
- Provides excellent customer service and ensures excellent customer service is provided by fellow team members of the maintenance division. Actively seeks customer feedback for work performed, projects, planning, services provided, etc.
- Meets with customers directly to discuss plans and provides information for scheduled or performed work.
- Functions as the lead inspector for certain Highway Maintenance Division projects, and other related maintenance improvements, ensuring quality assurance.
- Serve as a role model for others demonstrating behavior, positive attitude, and performance that is aligned with the vison, mission, and values of the organization and department.
- Collaborates with the Assistant Maintenance Supervisor and Engineering personnel to provide input for the most appropriate roadway rehabilitation and preventative maintenance techniques and schedules.
- Provides input to the Assistant Maintenance Supervisor in all matters as necessary for maintenance operations of the County Highway Department.
- Collaborates with the Assistant Maintenance Supervisor for inventory responsibilities, standard operating policies, and related for effective and optimal utilization of funds.
- Actively works with local agencies by providing authorized assistance and keeping them informed of maintenance activities.
- Ensures team has appropriate resources to perform high-quality work effectively and efficiently
- Ensures maintenance projects follow industry standards, guidelines, specifications, and regulations.
- Utilizes creative ways to communicate with and engage the public to solicit feedback.
- Mitigates emergencies by actively monitoring roadways and communicating areas needing attention, to ensure safe and efficient maintenance repairs.
- Conducts utility locates and submits dig tickets to Gopher State One Call.
- Readily available on a 24-hour emergency call-out basis for emergency operations.
- May occasionally perform some Assistant Maintenance Supervisor duties.
- Performs other related work as assigned professionally and effectively.
Minimum Qualifications
- Formal prep of two or more years in a related field or equivalent knowledge gained through education and/or experience.
- Four (4) or more years of work experience of similar nature and scope of responsibility such as highway maintenance, fleet maintenance, highway design, project management, road construction, construction engineering, traffic engineering, and experience leading.
- Valid Class A CDL Driver's License with air brakes, tanker endorsement, and DOT health card.
- Ability to operate Microsoft Office software suite and other related software for highway processes.
Desirable Qualifications
- Degree or certification in a related field.
- Knowledge of modern methods and technologies applied to the development, design, repair, and construction of roads, bridges, ditches, and the maintenance of the same.
- Knowledge of the laws, regulations, and policies relating to the maintenance of county roads, facilities, bridges, roadways, and workplace safety.
- Knowledge of equipment operation, and equipment repairs, including servicing and maintenance.
- Skill in providing leadership, conflict resolution, and fostering relationships to deal effectively with the public, vendors, contractors, utility companies, County officials, employees, superiors, subordinates, officials of other governmental jurisdictions, and professional engineers.
- Skill in contributing to the development of maintenance plans, proposals, specifications, and estimates.
- Skill and ability to communicate orally and in writing as necessary and appropriate in assisting with the successful directing of the operations of the County Highway Department.
- Ability to interpret engineering plans for the satisfactory development, design, and construction of County Highway improvements and roadway maintenance.
- Ability to plan, delegate, manage time, manage change, lead, procure, and review the work of team members and contractors to ensure a prominent level of safe and efficient performance.
