Class Definition

GENERAL STATEMENT OF DUTIES: Within the Department of Transportation (DOT), Division of Highway and Bridge Maintenance to plan, supervise and review the work of subordinates engaged in the inspection or maintenance of new or existing, electrical, traffic and lighting systems in conjunction with a statewide highway maintenance program; to be responsible for the inspection and acceptance of new, or the maintenance of existing, electrical and traffic installations; to assist a superior in the administration of the electrical and signaling aspects of the statewide highway program; to perform responsible administrative and advanced technical work involving the field operations of such maintenance projects; and to do related work as required.

SUPERVISION RECEIVED: Works under the general supervision of an administrative superior with wide latitude for the exercise of initiative and independent judgment involving technical and administrative matters; work is reviewed upon completion for conformance to departmental policies, rules and regulations, instructions and accepted standards and techniques.

SUPERVISION EXERCISED: Plans, assigns, supervises and reviews the work of assigned technical field operation personnel, Licensed Electricians and support personnel

Illustrative Examples of Work Performed

Within the Department of Transportation (DOT), Division of Highway and Bridge Maintenance to plan, supervise, and review the work of subordinates engaged in the inspection or maintenance of new or existing electrical, traffic and lighting systems in conjunction with a statewide highway maintenance program; to be responsible for the inspection and acceptance of new, or the maintenance of existing, electrical and traffic installations; to assist a superior in the administration of the electrical and signaling aspects of the statewide highway program; to perform responsible administrative and advanced technical work involving the field operations of such maintenance projects; and to do related work as required.

To be responsible for monitoring the work of engineering and electrical project staff at intersections and field locations.

To be responsible for the inspection of new, or maintenance of existing, electrical installations in order to determine that the requirements of the National Electrical Code and the National Electrical Safety Code have been followed.

To supervise the inspection, installation, or maintenance of traffic signals and street lighting to determine that the fixtures have been properly wired, grounded, and fused.

To supervise the inspection of new and existing maintained transformer vaults and determine wire sizes, type of insulation, voltage capacity, breaking capacity of circuit breakers and the interrupting capacity of these breakers.

To supervise the inspection and maintenance of conduits and ducts for size, and the proper angle of inclination when installed underground.

To supervise the inspection and installation of new traffic signals and lighting, and maintenance of existing traffic signals and their controllers, to determine that the equipment is according to specification and properly installed, wired within the proper types and sizes of conductors, and that the controllers are gas sealed from any adjacent manholes.

To analyze and review data from test runs on electrical equipment, including varied types of metering equipment, ammeters, voltmeters, watt meters and illuminometers.

To prepare final reports on work in progress and final acceptance of installation and/or construction completed by the contractors, and other maintenance reports.

To assist, as needed, in personnel recruitment activities, disciplinary actions, labor contract administration, and grievance resolution. To do related work as required.

Required Qualifications for Appointment

KNOWLEDGES, SKILLS AND CAPACITIES:

A thorough knowledge of the National Electrical Code and the National Electrical Safety Code; a thorough knowledge of engineering principles, practices and techniques required in the inspection and evaluation of intersections and road sites undergoing major electrical installation projects; a thorough knowledge of the principles, techniques, equipment and materials used in the electrician trade; a working knowledge of electronics; a working knowledge of VueWorks and other computerized data asset management tools; the ability to read and interpret road and highway construction plans and specifications; the ability to prepare reports concerning defects in electrical installation; the ability to plan, supervise, and review the work of electrical, engineering, and technical subordinates; the ability to establish effective working relationships with associates, superiors, and electrical and construction contractors; and related capacities and abilities.

EDUCATION AND EXPERIENCE:

Education: Graduation from a community college or technical school of recognized standing including the successful completion of courses in engineering, or specialization in electrical or traffic engineering principles; and

Experience: At least five years employment in a responsible supervisory position within the public or private sector with a highway construction and/or maintenance program overseeing a subordinate staff of Licensed Electricians responsible for building, maintaining or inspecting electrical and traffic systems.

Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.

SPECIAL REQUIREMENTS:

1. At the time of appointment and continually thereafter:

1.1. Must possess and maintain a RI Master Electrician Class A license issued by the Rhode Island Board of Examiners of Electricians and must maintain such licenses as a condition of

employment.

1.2. Must possess and maintain a Rhode Island Commercial Driver's License (CDL), Class B with airbrakes, and must maintain such as a condition of employment.

1.3. Compliance with the USDOT Federal Regulations of the Omnibus Transportation Employee Testing Act of 1991 and the State of Rhode Island's Drug & Alcohol Testing Program Policy & Procedures is a mandatory requirement and a condition of continued employment.

1.4. Must be physically qualified to perform assigned duties as evidenced by a physician's

certificate.

1.5. Must possess and maintain a Hoisting License with an Aerial Lift Restricted Endorsement and Hydraulic Crane Restricted Endorsement, as regulated by the Rhode Island Department of Labor & Training.

Supplemental Information

A working proficiency in a Windows environment, including Word, Excel, Outlook and a proficiency in current maintenance management software programs; the ability to supervise and give oral and written instructions; and related capacities and abilities preferred. Experience/knowledge of work zone set up and traffic control.
