The Finance Bureau provides crucial support to the Department of Homeland Security and Emergency Management (DHSEM) by managing financial resources effectively and efficiently. It manages budget preparation, revenue collection, financial reporting, expenditure control, all accounting and reporting for the agency. The New Mexico Department of Homeland Security and Emergency (NMDHSEM) works to protect the people of New Mexico and the nation through a comprehensive and coordinated program of mitigating hazards, preparing for emergencies, preventing terrorist attacks, and recovering from disasters regardless of cause. Why does the job exist?The Grant Accountant and Auditor is responsible for grant draw downs, reconciliations, and closeouts for disaster and non- disaster grants awarded to our agency. This is done by gathering and compiling necessary data and information from various sources to ensure comprehensive and complete reports. Track and manage tracking logs with daily review of grant revenue and expenditures for DHSEM and FEMA compliance, to ensure accurate coding and reimbursement with grant requirements. Perform monthly reconciliations for each assigned grant and enter adjusting journal entries in SHARE, as needed. This position is required by the Department to draw federal operating funds to cover expenditure from different systems. Prepare and submit accurate and timely quarterly financial reports to FEMA for assigned grants. Collaborate with internal teams to gather relevant information and ensure compliance and deadlines are met for grant requirements. How does it get done?Key Responsibilities are to process grant reconciliations, draw downs, and closeouts for disaster and non-disaster grants awarded to our agency. Gather and compile necessary data and information from various sources to ensure comprehensive and complete reports. Monitor grant revenue and expenditures closely ensuring accurate coding and compliance with grant requirements. Perform monthly reconciliations for each and assigned grant and enter journals entries in SHARE, as needed. Maintain, record, monitor, analyze, and ensure the accuracy and timeliness of all financial reporting related to accounts receivable, in accordance with established guidelines. This position is required by the Department to draw federal operating funds to cover expenditures. This position is responsible for maintaining a positive cash balance. Prepare and submit financial and programmatic data included in the reports. Collaborate with internal teams to gather relevant information and ensure compliance with grant requirements. Ideal CandidateThe ideal candidate will have experience/education in the following areas: - Accounting - Finance - Auditing - Budgeting- Grants Minimum QualificationBachelor's Degree in Accounting, Finance, Auditing or Business Administration and two (2) years directly related work experience in accounting, auditing, finance and/or budgeting. Working ConditionsWork is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Subject to recall during disasters and other emergencies.
