Provides oversight and training for the crew(s). Maintains weekly and monthly reports, time sheets and cost records; recommends personnel actions including promotions, transfers and disciplinary measures; rates employee yearly according to the Employee Performance Management System. Supervises and inspects all aspects of roadway and right-of-way maintenance including, but not limited to ditching, machining shoulders, patching, general excavation, laying pipe, asphalt paving, and vegetation management. Reviews Highway Maintenance Management System (HMMS), Daily Work Reports, Work Requests, and Daily PM Vehicle Checklists for all assigned crews. Responds to and interacts with citizens to resolve problems and complaints. Operates and trains crew members in the use of Small, Medium, and Heavy equipment assigned to crew for the completion of maintenance activities. Supervises and coordinates crew in the removal of snow and ice from roadways and storm damage and supervises work during other emergency events. Verifies all personnel, equipment, and materials assigned to crew by the RME and listed under HMMS have been correctly entered into the system each workday. Responsible for developing and implementing a weekly work schedule, and safety policy. Coordinates manpower, materials, and equipment needs with other foremen to support the proposed schedule. The completed schedule will be submitted to the RME or RMF for review and comment. Responsible for maintaining 95% utilization of the equipment assigned to crew as reported in the Department's monthly utilization report. Responsible for verification that daily and monthly equipment maintenance reports are accurately completed and delivered in a timely manner to the shop supervisor and/or RMF. Performs on-call duties during after hour emergencies. Performs other related duties as assigned. Minimum and Additional RequirementsThree and one-half (3.5) years of related work experience; or an approved acceptable equivalence. Necessary Special Requirement: A valid motor vehicle operator's license is required. Requires attainment of a Class A Commercial Driver's License (CDL) within six (6) months of placement in the position.Physical Requirement: The physical demands for the essential functions of this position involve bending, stooping, reaching, twisting, climbing, balancing, kneeling, pushing, pulling, grasping and physically manipulating objects of varying size, shape, weight, and material. Must be able to lift up to 50 lbs. This position requires walking for extended periods, treading rough and uneven terrain, and working in close proximity to motoring traffic and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies.
