Non-competitive: Six years of experience in electronics installation, troubleshooting, repair, maintenance, or design of solid-state electronic equipment, intelligent transportation systems, or commercial, industrial, and/or military electronic/electrical integrated system components.Substitutions: Graduation from a high school technical electronics education program recognized by the New York State Education Department as meeting the standards for technical education may substitute for one year of the required experience. An Associate's degree or 60 semester credits hours of college-level study in electronics, engineering, technology, chemistry, physics or a related field, or successful completion of a two-year technical professional certification program in the electronics field, may substitute for two years of the required experience. A Bachelor's degree in electronics, engineering, technology, chemistry, physics, or a related field may substitute for four years of the required experience. Duties Description Under the direction of a Highway Safety Equipment Technical Supervisor, the Highway Safety Equipment Technicians 2, SG-19, are responsible for calibrating, maintaining, troubleshooting, repairing and performing system checks of breath alcohol and other impaired driving detection instruments used in state law enforcement agencies; evaluating breath alcohol and other impaired driving detection instruments to ensure proper operation and compliance with manufacturer's specifications; and maintaining a variety of electronic, computerized simulation equipment used to diagnose, troubleshoot, repair and calibrate the instrumentation along with other duties as needed. Specific duties include but are not limited to: Evaluates samples of screening and evidential breath alcohol and other impaired driving detection instruments and maintains appropriate evaluation records. Research published specifications for a variety of impaired driving detection instruments and makes program recommendations as to such specifications. Certifies a variety of breath alcohol and other impaired driving detection instruments for accuracy, and reliability in accordance with published standards. Conducts maintenance, troubleshooting, diagnosis, and repairs of microprocessor-based forensic impaired driving instrumentation and maintains appropriate repair records. Conducts evaluation, validation and acceptance testing of forensic breath alcohol and other impaired driving detection instruments and their associated software and maintains appropriate status records of all work performed. This includes testing of subassemblies such as power supplies, integrated circuitry, motors, printer assemblies, etc. Maintains laboratory instruments and laboratory test instruments including oscilloscopes, thermometers, multimeters, frequency counters, output power meters, and instrument specific test systems. Maintains a variety of electronic computerized simulation instruments used to diagnose, troubleshoot, repair, and calibrate impaired driving detection instruments. Evaluates impaired driving detection instruments to ensure proper operation and compliance with manufacturer's specifications. Performs remote troubleshooting of DataMaster DMT instruments, or similar evidentiary instruments, located in municipal police agencies across New York State. Troubleshoots operational deficiencies of alcohol screening instruments and performs the necessary repairs to return instruments to their full operational capacity. Provides technical assistance to the HSTU in evaluating new technology being considered for purchase under state contract. Monitors chemical reagents used as reference standards in breath analysis units. Provides software and other technical support for breath alcohol detection instruments for local and municipal police department personnel. Provides data management and report generation functions for data derived from impaired driving evidential tests Statewide. Instructs municipal police in the proper use and operation of highway safety instruments. Conducts field visits to check use of instruments and make recommendations for improvements. Maintains accurate physical and electronic records of all testing, repair, maintenance, and calibration work performed on all instruments received. Maintains adequate supply of parts (inventory) used in the repair and maintenance of breath alcohol detection instruments. Communicates with manufacturers to place inventory orders and stay abreast of any new changes in design, development, or service requirements of breath alcohol instruments. Provides, when necessary, expert courtroom testimony on the theory, use, maintenance, repair, and calibration of instruments. Additional Comments Approximately 5% travel may be required. Some positions may require travel to locations not serviced by public transportation. Appointment will be temporary pending finalization of non-competitive classification.
