Job Description:
DutiesAs a Highway Safety Specialist (State Programs Manager), you will:Provide leadership and be responsible for the development and delivery of multifaceted transportation safety programs including: Motor Carrier Safety Assistance Program (MCSAP), New Entrant Program, Performance Registration & Information System Management (PRISM) and Commercial Vehicle Information System & Network (CVISN).Lead and direct program staff and provide program guidance, recommendations, and direction to technical and program staff on regulatory, policy, and procedural matters. Ensure staff members participate in performance based planning activities to achieve the overall goals and objectives.Assess program strengths/weaknesses; provide leadership in alternatives or new work methods, processes, or procedural improvements to advance program performance/effectiveness.Provide recommendations, guidance, and technical assistance on grant financial management of Agency CMV safety funds; and provide guidance and direction in the completion of program assessments and evaluations.Provide authoritative technical advice and assistance to FMCSA Headquarters, Service Center, and Division management and program staff, State, local and regional officials, and industry officials regarding CMV transportation safety programs, including interpretation of complex data, policy, legislation and regulations, procedures, requirements, technological advancements and/or strategies.The ideal candidate is a senior-level, mission focused, highway safety professional with knowledge of highway safety programs and who wants to be challenged, who possess leadership skills, and who wants to advance within the Motor Carrier Safety Administration.Requirements Conditions of EmploymentYou must be a U.S. Citizen and eligible for consideration.You must meet specialized experience to qualify.Required documents must be submitted by the closing date.Submit application and resume online by 11:59 PM EST on the closing date.CONDITIONS OF EMPLOYMENT:SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).FINANCIAL DISCLOSURE: The Ethics in Government Act of 1978 requires the applicant selected for this position to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter.DRUG TESTING: Tentatively selected candidates are required to undergo urinalysis in accordance with DOT 3910.1D entitled Drug and Alcohol-Free Departmental Workplace , which includes testing for marijuana. Marijuana is legal in some states, however it's still illegal at the federal level. Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing.TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency's telework policy and guidance.
