BlueForce Inc. is seeking for Crowd Control Advisors to support the US Department of State (DoS) Bureau of International Narcotics and Law Enforcement Affairs (INL) Program in the advancement of professionalization of the Haitian National Police (HNP) and its various sub-divisions in Port-au-Prince,Haiti.Position is subject to contract awardDuties and Responsibilities* Work with INL Haiti, DCPA, CIMO, and UDMOs, and with the GOH to identify assistance projects relating to crowd control operations.* Keep accurate records and prepare concise reports; keep INL Haiti regularly informed of programmatic and political developments.* Assist HNP leadership in designing and implementing administrative structures and processes that improve the systems and processes for information flow and control for CIMO and UDMOs.* Mentor CIMO and UDMO leadership on effectively managing responses to critical incidents, including through establishing and maintaining clear command structures, adhering to applicable policies and laws, and respecting human and civil rights.* Advise HNP leadership on how to improve CIMO's and UDMOs' rapid response to unrest and other threats to life and property.* Advise the HNP on training, equipping, and managing CIMO officers, including former UDMO officers being merged into CIMO. Assist in coordinating processes to train former UDMO officers.* Review plans, agreements and official correspondence for CIMO and provide advice and guidance.* Facilitate communication and direct interface between CIMO and the U. S. Embassy.* Maintain extensive knowledge of CIMO operations.* Provide programmatic guidance and analysis of developments in CIMO to the U.S. Embassy and INL Washington.QualificationsGeneral Qualifications* For a position in the U.S., candidate must be a U.S. Citizen or legal U.S. resident. Security clearance or public trust certification will be required.* For a position outside the U.S., any citizenship (U.S., Third Country National (TCN), and Local National (LN)) is allowable. Security clearance or public trust certification will be required for US nationals and RSO vetting for TCN and LN.* Must pass a physical, medical, and psychological tests; nine-panel drug test and a background check.* Valid passport and driver's license and ability to operate a standard transmission vehicle.* FSI level 3/3 (professional working proficiency) in English.* FSI Level 3/3 (professional working proficiency) in French and/or Haitian Creole is preferred.Position Qualifications* Bachelor's degree in criminal justice/law enforcement or related field; an advanced degree; or law enforcement command training through FBI, PERF, SPI, or equivalent.* Ten (10) years of progressively responsible experience in police management and supervision, visionary skills and ability to form strong partnerships in a diverse culture within a full-service U.S. federal, state, municipal or county police agency.* Relevant experience using the Incident Command System (ICS) as a basis to structure a law enforcement response to crowd management events.* Two (2) years of experience at the rank of sergeant or above.* Experience in commanding public order management operations, coordination of units either at HQ or departmental level.* Proven skills on crowd control and management of major events.* Relevant experience in planning joint public order operations including coordination and execution.* Overseas experience in senior level position on an international police assistance mission is preferred.* Ability to build and maintain key relationships in a culturally diverse environment and negotiate the resolution of conflicting views to enable project implementation.* Ability to possess/maintain MRPT certification.* Proficiency in Microsoft Office (Word, Excel and PowerPoint).
