Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise. The Iowa Insurance Division is currently seeking an experienced individual to serve as an Insurance Company Examiner Specialist 2 (Holding Company Specialist) in the Company Regulation Bureau.The Holding Company Specialist serves to provide expertise of complex insurance groups where Iowa is the lead US regulator or lead world-wide regulator.The Holding Company Specialist will plan, develop, and perform analysis and in-depth reviews of complex documents and financial statements on insurance groups to ensure compliance with Iowa statutes and regulations. The analysis performed focuses on all aspects of the group's operations including strategy, risk management (including corporate governance and ORSA reporting), and financial performance. The Holding Company Specialist will also perform second level and third level reviews of the analysis performed by others.In addition, the Holding Company Specialist collaborates with subject matter experts, other Bureaus within the Insurance Division, and other US and International regulators in order to gain additional insight into complex or unusual topics. This collaboration will include organizing all types of meetings to facilitate the exchange of information. The Holding Company Specialist will plan and manage all aspects of these meetings. These meetings range in size and scope but include internal IID meetings, meetings with company personnel, and Supervisory Colleges.Successful candidates will demonstrate:
  • A strong foundation in the analysis of complex international insurance groups and insurance company operations, or equivalent industry experience;
  • Attention to detail;
  • Ability to meet critical timeframes;
  • Intellectual and conceptual ability to think critically in order to make decisions, which includes measuring, calculating, reasoning, analyzing, prioritizing and synthesizing data;
  • Maintain effective, respectful working relationships with regulated entities and individuals, trade associations, and legislators;
  • Complete multiple tasks accurately and within assigned periods;
  • Ability to document adequate notes to record actions and the information gathered to document work performed;
  • Proficient in use of personal computers, peripheral equipment and various software packages, including the Microsoft Office Suite.

Minimum Qualification RequirementsApplicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
  • Graduation from an accredited four-year college or university with a degree in insurance, accounting, actuarial science, risk management, finance, or business, and experience equal to six years of full-time work in insurance industry examination, financial analysis, quality assurance, enterprise risk management, or corporate governance.
  • Graduation from an accredited college or university with a master's degree in business administration, and experience equal to four years of full-time work in insurance industry examination, financial analysis, quality assurance, enterprise risk management, or corporate governance.
  • All of the following (a, b, and c):
  • Three years of full-time work experience in insurance industry examination, financial analysis, quality assurance, enterprise risk management, or corporate governance; and
  • A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in insurance, degree in insurance, accounting, actuarial science, risk management, finance, or business equals one year of full-time experience; and
  • A total of three years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business, law, actuarial science, computer science, or pharmaceutical science equals one year of full-time experience.
  • Current, continuous experience in the state executive branch that includes four years of full-time work as an Insurance Examiner 2 or three years of full-time work as an Insurance Examiner3.
