Position Overview

The Division of Early Childhood (DEC) is seeking to hire an energetic and detail-oriented manager to perform highly technical and independent duties in the fiscal administrations of the statewide Bureau of Home Visiting Programs, including design planning, in-depth analysis of the program and its outcomes, coordination with contracted providers, Department of Human Services (DHS) staff and Bureau team members. This position provides the more complex inputs into the Bureau of Home Visiting Program service delivery and financial system; provides complex technical assistance to providers plans, develops, analyzes, and coordinates contracted services for home visiting programs, initiates and develops grant proposals to allocate funding for Bureau of Home Visiting services; assists with special analytical projects assigned with the Bureau; and perform professional financial and compliance review of the BHV Program Funds. The Division of Early Childhood is one of six divisions within the Illinois Department of Human Services. DEC serves to strengthen and centralize Child Care, Early Intervention, and Home Visiting within DHS. Essential Functions

* Serves as Home Visiting (HV) Fiscal Specialist.

* Plans, develops, implements, and reviews procedures.

* Serves as primary fiscal liaison for specialized services and the BHV provider community to fulfill the Bureau of Home Visiting responsibilities for agency grant programs.

* Provides the more complex inputs into the BHV financial system to promote fiscal and service sustainability.

* Assists with special analytical projects assigned within the Bureau.

* Plans, develops, analyzes, and coordinates fiscal set-up and close-out processes along with other fiscal mandates for contracted BHV services.

* Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

* Requires knowledge, skill, and mental development equivalent to the completion of master's degree.

* Requires two (2) years of progressively responsible professional experience in community organization, social service work or in program planning and development.

Specialized Skills

* Of the two (2) years of professional experience, requires two (2) years of performing highly technical and independent duties in the fiscal administration of a Home Visiting program or other early childhood programs administered at a public or private organization, including design planning, in-depth fiscal and programmatic analysis and related outcomes, coordination of the organization's fiscal reporting [e.g., Periodic Financial Reports (PFR) or Expenditure Documentation Forms (EDF)], or other fiscal documents/vouchers to confirm their accuracy and compliance with the state, federal, or other similar requirements [e.g., Grant Accountability and Transparency Act (GATA 2 CFR 200), IDHS Procurement Code, Illinois Office of Comptroller policies, and/or other related state and federal mandates].

Preferred Qualifications

* Two (2) years of performing highly technical and independent duties in the fiscal administration of a Home Visiting program or other early childhood programs administered at a public or private organization, including design planning, in-depth fiscal and programmatic analysis and related outcomes, coordination of the organization's fiscal reporting [e.g., Periodic Financial Reports (PFR) or Expenditure Documentation Forms (EDF)], or other fiscal documents/vouchers to confirm their accuracy and compliance with the state, federal, or other similar requirements [e.g., Grant Accountability and Transparency Act (GATA 2 CFR 200), IDHS Procurement Code, Illinois Office of Comptroller policies, and/or other related state and federal mandates].

* Two (2) years of professional experience working with state and federal government funded early childhood programs and systems, including a comprehensive understanding of the federal framework of requirements and the latitude allowed in implementing policy at the state level.

* Two (2) years of professional experience conducting client and fiscal monitoring of program providers.

* Two (2) years of experience in administering grantmaking through GATA and Notice of Funding Opportunities utilizing grantmaking systems such as the CSA, and the CAAF Tracker.

* Two (2) years of professional experience with advanced written and verbal communication skills, including ability to translate fiscal policy for a lay audience.

* Two (2) years of professional experience working under tight timelines, thinking conceptually, taking a proactive role in executing and completing projects, independently managing specific projects, and understanding when to seek feedback, work with diverse staff and community members at multiple levels, and collaborate (fully) with others in group setting, coalitions, and teams.

Conditions of Employment

* Requires the ability to travel with overnight stays.

* Requires basic proficiency in Microsoft Office Suite, including SharePoint, Teams, and OneDrive.
