The salary for this position is $6,537.00 - $8,716.00 monthly.

Thurston County Public Health and Social Services (PHSS) is recruiting for a Homeless Services Program Manager for our Office of Housing & Homeless Prevention (OHHP) Division.

As the Homeless Services Program Manager, you will build and maintain regional partnerships with community stakeholders, people with lived experience of homelessness, government agencies, non-profits, and other organizations to develop strategic and innovative solutions to respond to the crisis of homelessness. By leveraging data, advocating for necessary resources, and fostering collaboration, you play a crucial role in improving the overall effectiveness of homeless services and supporting individuals on their path to stable housing.

Essential functions may include, but are not limited to, the following:

* Manage and oversee four staff of the Homeless Response Team, ensuring roles and responsibilities are clearly defined and effectively executed

* Develop and oversee implementation of the 2025-2030 5-Year Homeless Crisis Response Plan

* Guide the community of local providers to achieve WA State Department of Commerce performance benchmarks

* Provide policy recommendations, solicit stakeholder input, analyze data, compile reports, present information, and make recommendations for system-wide improvements informed by input of people with lived experience of homelessness

* Contribute to the development of strategic plans and policies aimed at reducing homelessness and increasing access to affordable housing, including identifying innovative solutions and recommending policy changes to improve system efficiency and equity

* Ensure compliance with Washington State Department of Commerce Consolidated Homeless Grant program requirements and all relevant funding requirements, including data and reporting requirements

* Oversee contract management and monitoring of homeless services contracts

* Serve as staff liaison to the Homeless Services Advisory Board

* Coordinate with jurisdictional partners on the Regional Housing Council on issues of homelessness response

* Serve as a subject matter expert to the Regional Housing Council and Board of County Commissioners and represent Thurston County in public and media settings on issues of homelessness

* Perform other work as required or assigned, including, but not limited to, a 24/7 response during public health emergency situations and disease outbreak investigations

QUALIFICATIONS

* Bachelor's degree in psychology, social work, public administration, business, or other closely related field. Additional experience may be substituted for education on a year for year basis.

* Four (4) years of progressively responsible experience providing services to individuals within an assigned program area related to The Office of Housing and Homeless Prevention or Developmental Disabilities. Demonstrated competence in the principles and practices of public policy development and administration. Also must be able to demonstrate competency in supervising personnel involved in program implementation and in establishing and controlling budgets.

* Current Washington State Driver's License or have requested and obtained an appropriate accommodation.

* Ability to efficiently use a personal computer and applicable software to successfully perform the essential job functions of the position.

* Must pass a background check.
