**The Opportunity**

As an Equity Senior within the Technical Delivery sub-capability of the Equity Capability, you will support projects within our Domestic Housing and Asset Building (HAB) portfolio to work on homelessness technical assistance (TA) team projects funded by the U.S. Department of Housing and Urban Development (HUD), the U.S. Department of Veterans Affairs (VA), and other local, state, and federal partners. Through these projects, our team supports communities nationwide in developing and implementing equitable, effective, and human-centered homelessness response systems and programs. This position will be dedicated to supporting efforts to end homelessness, through HUD, VA, and state and locally funded TA initiatives in Abts portfolio. Additional opportunities within Abts TA portfolio, as well as our research and evaluation work, will be tailored depending on the skills, interests, and experience of the candidate.

**Core Responsibilities**

+ Lead large direct TA engagements within communities, with a particular emphasis on supporting efforts to end unsheltered homelessness. These engagements are designed to help Continuums of Care (CoCs), Emergency Solutions Grant (ESG) recipients, other homeless service providers, local partners, and public officials improve their local crisis and housing responses to homelessness, address disparities, and achieve significant reductions in homelessness.?Areas of direct TA may include:

+ Unsheltered homelessness, including encampment resolution strategies, street outreach and trauma-informed care

+ Landlord engagement, housing navigation and unit acquisition improvement and change management efforts at a system level

+ Working cooperatively with communities and agencies to assess needs, develop and implement capacity building strategies to improve their housing development efforts especially related to reducing homelessness.

+ Cross-system and cross-community partner engagement and collaboration

+ System modeling and coordinated investment planning and implementation

+ Continuous quality improvement design and implementation

+ Coordinated entry policy, design, implementation, evaluation and improvements/change processes

+ Advance equity by assisting communities to analyze data to identify disparities, make data informed decisions to advance equitable outcomes, and adopt policies and processes to support a more equitable system.

+ Develop and deliver training curriculums, using virtual and in person modalities to expand the knowledge and skills of grantees and subgrantee staff to effectively implement housing development, assistance and homelessness programs.

+ Design tools, products and guidance to be applied within specific engagements and shared nationally to support local efforts addressing challenges related to improving housing assistance and production programs.

+ Communicate with leadership

+ Reporting to the Senior Equity Director for Advancing Technical Delivery.

+ Serving as consultant to top management in long-range company planning concerning new or projected areas of technological research and advancements.

+ Actively collaborating with the Equity leadership and supporting high-quality solution development and people management.

+ Managing people serving as a direct supervisor for early- to mid-career staff.

+ Serving as a prime spokesperson on companys technical capabilities and future directions. Often instrumental in attracting and obtaining major new company business.

+ Facilitate knowledge sharing to promote cross-learning within Abt and externally (e.g., communities, HUD, and our colleagues at other firms) to ensure all of those working to build capacity for strong program implementation can cultivate and apply the most effective strategies possible.

+ Manage workplan budgets, teams, deliverables, and communication with funders

The position also requires working collaboratively as part of teams, exercising initiative, and communicating effectively with a diverse range of stakeholders and partners.

Candidates must be comfortable with telework technologies and work styles since the candidate would be working with colleagues and TA recipients located throughout the country. Site travel may be required.

**What We Value**

+ Bachelors + 12 years, Masters + 10 years or PhD + 8 years of relevant experience OR seventeen or more years of relevant experience for non-degreed applicants.

+ Demonstrated experience working to design and improve systems to end homelessness within California is required.

+ Has knowledge of how systemic discrimination and racism have led Black, Indigenous, People of Color, and other intersectional identities to be disproportionately impacted by homelessness and must be able to, or willing to learn to, think of and frame out equity-led systems-level strategies.

+ Demonstrated experience with at least one of the following areas within California:

+ Addressing unsheltered homelessness, including rehousing strategies targeting encampments, effective street outreach engagement, and trauma-informed care

+ Landlord engagement, housing navigation and unit acquisition strategies in high cost and low vacancy housing markets

+ System modeling and coordinated investment planning

+ Designing and implementing HUD-funded CoC and ESG Programs as part of a rehousing system

+ Centering the experience of partners with multiple perspectives, including communities most impacted by discrimination and racism (e.g., Black, Indigenous, People of Color, and other intersectional identities and experiences) and those with lived experience of homelessness in the full cycle of planning, decision-making and implementation processes.

+ Able to meaningfully partner with diverse populations, to center people with lived experience and expertise in TA/evaluation strategies, to demonstrate strong data-informed thinking, and to help a community diagnose its challenges and build capacity to address deficiencies.

+ Has proven management skills, including at least 2 years of experience managing talent of diverse identities and experiences and a strong track record for high-quality project execution, business development, and financial management.

+ Has a strong track record for collaboration and demonstrated ability to work across diverse clients and teams.

+ Possesses superb problem-solving skills, and often acts independently to uncover and resolve issues with an awareness of when to escalate as needed.

+ Fluency in Spanish and California residency highly preferred.

This position offers an anticipated annual base salary range of approximately $130,000 to $190,000 and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
