This role is essential in driving the success and strategic direction of the program, aligning with the City's housing and neighborhood objectives outlined in the Comprehensive Plan and Housing Plan. As a member of a collaborative and diverse planning team, the selected candidate will have meaningful opportunities to engage with City neighborhoods, community members, and policymakers. Additionally, this role involves partnering with other jurisdictions to create and enhance housing opportunities. This position is open until filled and may close at any time.Essential Job Functions Program Development and Implementation: Leads the City's housing and neighborhood strategies, focusing on homeownership, rental, and neighborhood development programs. Develops and executes long-term plans, goals, and initiatives for housing and redevelopment services.Collaboration and Relationship Building: Establishes and maintains productive relationships with City departments, community organizations, private-sector partners, and Federal, State, and local agencies to provide housing assistance for low- and moderate-income residents. Attends public meetings and represents the City on regional housing and development issues.Research and Analysis: Conducts research, performs data analysis, and provides recommendations for affordable housing projects.Funding Coordination: Prepares and coordinates applications for state, regional, and federal housing program funding. Monitors funding opportunities and participates in committees to shape policy recommendations.Program Administration: Manages the City's Community Development Block Grant (CDBG) program.Housing Trust Fund Management: Supports the administration of the Housing Trust Fund, funded with an initial $2 million investment.Administrative Duties: Prepares reports, correspondence, and other documentation. Handles computer data entry, filing, and professional communications. Participates in meetings and stays current on industry trends through journals and research.Other Responsibilities: Performs additional duties as assigned to support the department's mission. Minimum Required Qualifications Bachelor's degree in City or Regional Planning, Geography, Public Administration, or related fieldThree years of progressively responsible experience in administration of affordable housing programs and policies, planning, public policy, community development in a planning and community development setting.An equivalent combination of education and experience which provides the required knowledge, skills and abilities may be considered. Special Requirements Must possess and maintain a valid Virginia driver's license.May be required to possess additional certification(s) as deemed necessary by the City. After 6-9 months of successful performance, the position may be eligible to begin some telework at that time.
