Arlington County's Department of Human Services (DHS) is seeking a Housing Assistance Program Specialist to determine household eligibility for local housing programs, including Housing Grants and Real Estate Tax Relief. This Specialist will conduct client interviews, collect necessary information from clients, and interpret program policy to determine initial and/or ongoing program eligibility. They may also be considered for a position in the Housing Choice Voucher Program determining initial and/or ongoing eligibility for the Housing Choice Voucher program.
Specific duties include:
* Maintaining comprehensive and current policy knowledge;
* Interpreting and applying program policy;
* Interviewing applicants/recipients and requesting and evaluating documentation to meet program eligibility requirements;
* Reviewing applications to ensure inconsistencies are addressed and resolved for accurate benefit calculations;
* Ensuring applications are processed within prescribed deadlines;
* Calculating grant overpayments issued to recipients due to unreported information (income, household members, etc.) for recovery or fraud investigation;
* Referring applicants/recipients to other services and working collaboratively with staff throughout the county as appropriate;
* Contacting and collaborating with case managers as situations warrant;
* Searching automated database systems to determine other benefits/services provided; and
* Scanning and attaching all documentation to the department's system of records and maintaining client data in automated computer systems.
The successful candidate will possess:
* Strong written and verbal communication skills to communicate with individuals who have varied backgrounds, experience, language capabilities and needs;
* Flexibility to accommodate frequent changes in policy regulations and casework needs;
* Excellent organizational skills, including ability to organize and analyze information;
* Mathematical computation skills; and/or
* Ability to work independently and function under pressure.

SELECTION CRITERIA
Minimum:
* Bachelor's degree in business or public administration or in a Human Services field (Psychology, Sociology, Social Work, etc.); and
* Some experience in housing program administration.
Substitution: Additional qualifying experience can substitute for the education requirement. A Master's degree in a directly related field may substitute for up to one year of experience.
Desirables: Preference may be given to candidates with experience in one or more of the following:
* Determining eligibility for federal/state/local affordable housing programs and/or public assistance related programs;
* Interpreting and communicating complex policies and procedures;
* Summarizing data using MS Excel; and/or
* Bilingual: English/Spanish.
SPECIAL REQUIREMENTS
A pre-hire background check will be made on all candidates who are selected for employment. You may be required to sign a release authorizing the County to obtain your background information.
ADDITIONAL INFORMATION
Work Hours: 8:00 am to 5:00 pm, Monday through Friday. Some telework may be available, contingent upon supervisor approval and workload availability.
