The LHD Application Unit is responsible for using all relevant HUD Regulations and NYCHA policy and procedures to accurately review and complete eligibility reviews and rentals for Housing Choice Voucher (HCV) applicants. The Applications Unit maintains the HCV program's waitlist, verifies information about the applicant's eligibility for the program, conducts eligibility interviews, completes VASH, Project Based and RAD Project Based rentals. The unit also works in conjunction with the Correspondence Unit to respond to information requests and correspondences for other Leased Housing Units, the Vice President, NYCHA's Chair, Board and Intergovernmental offices.
Reporting to the Manager for the Correspondence Unit, the Housing Assistant's responsibilities will include, but are not limited to the following:
1. Interview applicants and determine eligibility.
2. Resolve applicant related issues.
3. Respond to Information requests and correspondences accurately and in a timely manner.
4. Gather and evaluate information to resolve complaints.
5. Conduct sex offender, criminal background checks and other related verifications for the applicant.
6. Complete VASH, Project Based and RAD Project Based Lease Up processes.
7. Communicate with tenants, landlords and outside agencies to ensure and expedite the application process for the HCV and PB program.
8. Establish effective working relationships with internal and external customers.
9. Perform related duties as assigned.
Note: This position requires a candidate fluent in Spanish. Candidates must pass a Spanish proficiency test.

Minimum Qualifications
A baccalaureate degree from an accredited college; or
An associate degree or sixty semester credits from an accredited college and one year of satisfactory full-time experience in housing management at a development or developments containing at least 150 apartments, performing any one or a combination of the following duties: interviewing applicants; determining eligibility; gathering and evaluating information to resolve complaints; collecting rents; and/or resolving tenant-related problems; or
A four-year high school diploma or its educational equivalent, and three years of satisfactory full-time experience as described in 1 above; or
A satisfactory equivalent combination of education and experience as described in 1 or 2 above. Undergraduate college credit may be substituted for experience on the basis of 30 semester credits from an accredited college for one year of satisfactory full-time experience. However, all candidates must have a four-year high school diploma, or its educational equivalent.
Foreign Language Requirement
Oral proficiency in a foreign language required by New York City's Housing Authority. Such proficiency must be demonstrated by passing an oral test.
Preferred Skills
1. Knowledge of the Housing Choice Voucher (Section 8) Program and related compliance policies. 2. Knowledge of the Department of Housing and Urban Development ( HUD ) rules and regulations. 3. Intermediate Excel skills and the ability to navigate online databases. 4. Ability to communicate clearly and concisely, both verbally and in writing. 5. Excellent detail-orientation and follow up skills.
