Closing: 12/21/2024 Salary: $20.03 hourly rate Job Summary: This position is responsible project management and technical work in conjunction with the City's housing repair programs, which have responsibilities both in the field and the office. The position also provides construction technical assistance for the Housing Division's grant-funded public facility improvement projects, its Affordable Housing Development Program, and related projects. Instructions are received when duties and responsibilities are initially assumed or new tasks are undertaken. The position reports to the Housing Manager and works collaboratively with the Housing Finance Specialist and Housing Grant Specialist to coordinate project schedules and workflow. Technical • Schedules and completes the initial home inspections • Determines the feasibility of rehabilitating homes • Prepares rehabilitation and new construction work write-ups (for replacement homes), including plans and specifications and bid documents for bidding out work • Conducts bid openings and reviews bid proposals • Oversees and inspects in-progress construction to ensure program and contract compliance • Processes change orders and payment requests • Acts as the liaison between homeowners and contractors with City services • Mediates disputes between homeowners and contractors • Prepares and maintains reports related to in-process projects • Ensures project files contain all correspondence related to a project, from the estimates and bidding documents through the design and construction phases, including plans, specifications, changes orders, invoices, backup documentation, and closeout materials • Reviews contractor applications and references for inclusion on approved lists • Provides technical assistance (e.g., scope review and feedback) and attends pre-construction meetings for grant-funded non-profit public facility projects • Completes on-site interviews of construction crews for compliance with the Davis-Bacon Act (federal wage provisions) for public facility projects

EMERGENCY RESPONSE STATUS: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.
MINIMUM QUALIFICATIONS Education and Experience: • Associate's Degree in Building Construction Technology with two (2) years directly related experience in a housing/construction industry or an equivalent combination of training and experience • Valid Driver's License • Experience with drawing floor plans using Chief Architect software or similar preferred • Experience with requirements and documentation for the federal Davis-Bacon Act or similar preferred
Knowledge, Skills, and Abilities: • Thorough knowledge of construction terminology, techniques, and procedures, including the ability to read and understand complex construction documents • Ability to meet and deal with the public in a courteous and effective manner • Knowledge of housing, building, and energy codes • Ability to prepare plans and specifications, including cost estimates • Knowledge of financial payment processing systems • Ability to prepare and maintain electronic files • Ability to write letters, emails, or other correspondence with professional standards (succinct, accurate spelling/grammar, and well-formatted) • Skilled in Project Management
WORK ENVIRONMENT & PHYSICAL REQUIREMENTS Work Environment: 30% inside a climate-controlled building; 70% outside, including driving.
Physical Requirements: The essential functions of the job require sitting approximately four (4) hours per day, standing approximately two (2) hours per day, and walking approximately two (2) hours per day. The job also requires frequent fine manipulations, reaching, repetitive motion, and lifting/carrying objects weighing up to 15 pounds; occasional bending/stooping, grasping, kneeling, and lifting objects weighing up to 44 pounds. On rare occasions the work requires climbing, pulling, and pushing and lifting/carrying objects weighing more than 45 pounds.
Sensory Requirements: Hearing: Ability to understand what others are saying in normal conversation and on the telephone. Speaking: Ability to communicate orally with others and speak effectively on the phone and while giving presentations to groups. Seeing: Ability to see and read blueprints computer monitor screens, inspect sites, operate a vehicle, and read normal and fine print.
Driving Requirements: Requires frequent driving and possession of a valid Florida Driver's License.
Technology: The work requires the ability to operate telephones, smartphones, tablets, photocopiers, scanners, printers, laptop computers, tablets, calculators, and all associated software. It also requires proficiency with computer hardware and software programs, including Word, spreadsheet, and database applications, internet applications, and database management. Ability to enter inspection information and complete inspection draws on an electronic tablet.
