The employee is required to perform all similar or related duties.Supervision Required:Under the general supervision of the Health and Human Services Director and/or his/her designee, the employee is familiar with the work routine and uses initiative in carrying out recurring assignments independently with specific instructions. The supervisor provides additional, specific instruction for new, difficult, or unusual assignments, including suggested work methods. The employee is expected to recognize instances that are out of the ordinary and that do not fall within existing instructions; in such cases, the employee is expected to seek advice and further instructions. Reviews and checks of the employee's work are applied to an extent sufficient to keep the supervisor aware of progress, and to ensure that completed work and methods used are technically accurate and that instructions are being followed.Supervisory Responsibility: The employee is not required to regularly supervise any City employees. - Investigate, inspect, and facilitate enforcement of housing complaints and other environmental health-related complaints such as garbage and rubbish disposal, improper sewage disposal, rodent and insect infestation, disease vectors, mosquito control, and other unsanitary environmental conditions.
- Conducts housing, hotel, pool, tattoo/piercing parlors, salons, daycare, and massage parlor inspections.
- Manages housing programs and other related matters while maintaining expertise and proficiency in other related health programs.
- Acts as liaison for the Department of Health and Human Services in housing matters with the Superior Court, police, building, electrical, plumbing, zoning, and other departments to correct violations.
- Advises the Associate Director of Environmental Health Services of pending enforcement actions, and changes in state and local housing codes, and assists with training of staff in housing issues.
- Attends appropriate housing seminars, as approved by the Director of Health, to maintain current expertise in housing.
- Obtain and maintain certification as a Lead Inspector by the State of Connecticut.
- Investigates reports of children with elevated blood lead levels, provide parents and/or guardians with information on lead paint poisoning prevention, inspect or order properties to be inspected for lead-based paint, and collect samples necessary to perform a risk assessment of the child's environment. Prepares orders to abate lead hazards in accordance with state statutes and regulations.
- Assist in the planning and presentation of public health education programs in the community.
- Responds by telephone, in person, or in writing to persons seeking information regarding housing rules and regulations, specific complaints, and other environmental health problems.
- Prepares reports of inspections and investigations. Collects samples as required.
- Prepares orders of violation and hearing notices and facilitates enforcement when indicated.
- Responds to emergencies and local public health occurrences of an urgent nature during and beyond the standard hours of operation.
- Performs inspections or investigations during non-business hours as needed.
- May train employee(s) as needed.
- Performs related work as required and other general environmental health duties assigned by the Associate Director of Environmental Health Services and/or Director of Health.

Required Minimum Qualifications:Education and Experience: Must possess a Bachelor's degree. One to three (1-3) years' experience in environmental health fieldwork, pest control fieldwork, college coursework in public health, or a closely related field is preferred.
- Possession of a current Motor Vehicle Operator's License is required.
- Within 1 year of employment, must obtain Lead Inspector/Lead Risk Assessor Certification.
- Within 1 year of employment, must obtain Pool Inspector Certification.
