Position Purpose RMHS believes in the transformative power of providing safe and stable housing to those in need. RMHS is dedicated to breaking the cycle of homelessness and housing insecurity empowering individuals to build brighter futures. The Housing liaison will leverage existing strengths of RMHS to implement effective outreach and engagement of clients experiencing a housing crisis. Assist clients to locate, secure and retain affordable permanent housing for clients being supported within the Service Coordination and Developmental and Behavioral Health departments (serving people who have intellectual and developmental disabilities). The liaison will provide ongoing housing navigation services for eligible residents which include assessment, identifying and addressing barriers, referrals to appropriate programs and community resources for people that are unhoused or experiencing housing instability. The Liaison plans, coordinates and identifies appropriate housing options and interacts with landlords and other organizations on behalf of the client. The liaison uses a comprehensive knowledge of housing and other supportive services to support linkages before, during and/or after permanent housing has been established and works with participants to enhance their skills in utilizing these various resources. This position will focus on working with people who live in Denver and connecting people to resources in the Denver metro area. This position will also support case managers at RMHS and provide the wider organization with resources to help people with housing related needs and expertise to help people get connected to affordable housing opportunities supporting long term stability. Essential Duties
- Develop, implement and evaluate the housing liaison role
- Develop and maintain accurate and current housing portfolio for each district in Denver County.
- Builds relationships with community resources and maintains a list of resources to support with stabilization efforts
- Provides clients with listings of potential housing options in alignment with their needs.
- Assists clients with their housing search, including housing applications, negotiating with potential landlords, applying for vouchers, housing lottery, apartments, etc
- Advocate on behalf of clients to expedite access to housing.
- Explain and reviews the lease and sublease agreement along with tenants rights and responsibilities with the incoming client/tenant as needed
- Supports and assists clients with wrap around stability resources that could include utility, food and clothing assistance
- Supports and assists clients with moving (help locating affordable moving companies, locating storage units, acquiring furniture and other move-in essentials etc)
- Supports and assists when people in services have become homeless or at risk of homelessness
- Inputs housing referrals received from internal program areas into the data systems as individual requests and provides support and communication to the client throughout the life of the request.
- Network, build and establishes effective working relationships with Denver Metro housing agencies, Denver human services and the mayor's office
- Collaborate with case management staff to understand the specific housing needs and preferences of residents and act accordingly when searching for housing options
- Documents efforts to locate and secure housing for eligible residents
- Develops and coordinates housing search training for clients and case managers
- Produce timely data reports, including outcome measures, quarterly and annual reports for city contract
- Attends collaborative meetings and networks with other agencies and coalitions
- Works closely with Mill Levy team to access funding for necessary supports
- Track and monitor housing expenditures budget and support in forecasting future budget expenditures
Knowledge, Skills and Abilities
- Knowledge and experience with case management, specifically with HCBS waiver program and state funded programs that support people with intellectual and developmental disabilities
- Extensive knowledge of local affordable housing resources and subsidies (i.e. section 8, rapid rehousing, CATV etc)
- Ability to cope/resolve conflicts and crisis situations
- Ability to act as a liaison between the participant and housing/service provider
- Ability to work independently and collaboratively in a fast-paced environment
- Strong problem-solving skills
- Ability to create and compose written materials
- Ability to make reasonable and sound evaluative judgements
- Ability to effectively and efficiently respond to questions from persons served
- Ability to read and understand lease, rental and utility agreements

- Collaborates with case managers and teams to ensure people receive the resources needed
- Takes initiative and has a willingness to pick up needed tasks in order to get people connected to housing, resources, services and supports

QualificationsMinimum Qualifications
- Bachelor's degree in human services or a related field
- Minimum of two years' related professional experience
- Prior experience working with individuals with Intellectual disabilities, low-income individuals, and families including but not limited to individuals experiencing homelessness and/or housing instability.
Preferred Qualifications
- Master's degree in human services, social work, or related field
Driving Requirements •Valid driver's license •Proof of motor vehicle insurance •Personal vehicle in good operating condition for use during work •No major violations in the past three years. •No more than two moving violations in the past three years •Ability to meet and maintain agency driving requirements and operate agency vehicles
