Department History Overview

Harris County Resources for Children and Adults was founded in 1966 as the Harris County Child Welfare Board to provide support services for the children taken under the wing of the Texas Department of Family and Protective Services. Fifty years later, Harris County Resources for Children and Adults still provides this support. But the now-county department has expanded services for early prevention, intervention, and adult services.

Youth Service Specialist Overview:

Under the supervision of the Director, Housing and Foundation Advancement, this position is responsible for overseeing the case management response and intervention efforts to meet the individualized housing needs of and promote housing stability for youth served by the HAY Center's Housing Continuum Program. The Housing Options Supervisor is also responsible for ensuring program compliance with regulations, guidelines, polices including terms of the Council on Accreditation (COA) requirements, and requests of the Harris County Resources for Children and Adults Quality Improvement Team.

Duties & Responsibilities:

* Supervisory responsibility for 3-4 Housing Case Managers which includes conducting regular individual conferences and unit meetings with staff to review issues, conduct case reviews, distribute information, complete staff evaluations, training of staff, etc.

* Reviews, enters, and maintains an electronic case management database to assign and monitor the progress of referrals to the Housing Continuum Program ensuring the youth's housing needs are being addressed and met in a timely manner.

* Assigns and monitors the caseloads of housing case managers, oversees the case management response and intervention to the youth's individualized needs.

* Completes case reviews to ensure case documentation is completed within established timeframes.

* Ensures the staff achieves goals/objectives of the HAY Center/Housing Continuum and ensures measures and outcomes are met by following all program policies and procedure.

* Completes monthly, quarterly, and yearly grant reporting to ensure compliance and deliverables are met.

* Reports concerns and/or recommendations to the direct supervisor.

* Works closely with internal programs, local housing authorities, apartment management teams and community partners to ensure youth are receiving services needed to remain stably housed.

* Participates in HAY Center/Housing Continuum events as required.

Requirements

Education:

* Bachelor's Degree Psychology, Social Work, Sociology, Criminal Justice, or closely related field.

Experience:

* Minimum three (3) years full time paid experience working in a social service setting with transition age youth who have challenging life circumstances.

* Must have two (2) years of supervisory experience in social services setting.

* Must have experience in public housing or housing voucher programs.

* Training and experience using a personal computer with a variety of software such as Microsoft Outlook, Microsoft Word, Microsoft Excel, PowerPoint, and Case Management Software

Licensure:

* Reliable transportation with a valid driver's license (Texas) and auto liability insurance.

Knowledge, Skills & Abilities:

* Knowledge of the transitional needs including life skills and linkages for youth aging out of the foster care system.

* Knowledge of working in a social service setting with transition age youth who have challenging life circumstances.

* Knowledge of public housing and efforts to maintain housing stability.

* Must be responsible and self-disciplined.

* Works independently in a fast-paced environment.

General Information

Salary:

* $51,188.80--$58,156.80 (Annually) (Annually)

* Based on 26 Pay Periods

Employment is contingent upon passing a background check and drug screen.
