Housing Program Manager

Overview:

The Housing Program Manager plans, develops, and implements programs that contribute to the Housing Master Plan (HMP) Committed Affordable Unit (CAU) targets and strategies. Under general direction from the Deputy Director and Division Chiefs, the Housing Program Manager interfaces with community members at the grassroots level, while also providing housing guidance and technical expertise in an advisory capacity to local and regional partners and teams from other City departments. An incumbent in this class manages operations of a section of the Office of Housing, specifically the Supportive Housing Team, including direct supervision of staff, consultants or interns, and application and/or implementation of City housing policies and programs. Housing Program Managers will coordinate stakeholder groups and special working groups focused on housing-related topics and will represent the Office of Housing and its policies on internal City work groups, planning initiatives and special projects, as needed.

Examples of Duties:

* Represents the Department or City and serves as an internal expert on panels, committees, and task forces and may propose planning and housing policies and amendments in response to a variety of complex housing issues and existing policies;

* Represents the Department's positions at public hearings before the City Council, Planning Commission, Housing Affordability Advisory Committee and/or Landlord Tenant Board, among others; Coordinates with other City agencies, interest groups, and jurisdictions on highly specialized policy, housing, and planning issues; Drafts and presents reports, docket items, and recommendations on existing and proposed City housing initiatives;

* Provides expert counsel to senior management, professional colleagues and City Council members on housing and a wide variety of planning issues and problems, not only in their programmatic area but across program areas;

* Conducts public outreach on Office of Housing programs; Builds partnerships with community associations, private, nonprofit, and other local and regional government agencies to accomplish key goals of the City and Department;

* Makes public presentations as necessary, or as requested; Organizes meetings for diverse audiences, fosters relationships with other organizations to participate in public education, and facilitates workshops and panel discussion as appropriate;

* Maintains effective relationships with all segments of the housing community, including, tenants, property owners/managers, developers, ARHA and nonprofit housing developers, neighborhood and civic associations, and other stakeholders in community projects;

* Staffs housing-related work groups and committees as well as external housing-focused groups;

* Participates in the Office of Housing's Housing 2040 Master Plan events and provides administrative and logistical support to staff in matters related to the Plan;

* Performs related work as required.

Minimum & Additional Requirements

Bachelors degree; and three years of relevant experience to include experience in affordable housing, urban studies/planning, public or business administration, community development, or a related field; or any equivalent combination of experience and training that provide the required knowledge, skills and abilities.

Preferred Qualifications

At least three years of experience working with individuals or families experiencing homelessness, housing instability, serious mental illness, or related challenges. Knowledge of housing resources, rental assistance programs, and landlord-tenant laws. Strong interpersonal and communication skills, with the ability to build rapport and trust with diverse populations. Excellent organizational skills and attention to detail. Ability to work independently as well as part of a multidisciplinary team.
