Collaborate with various departments on compliance requirements for new tax credit communities, analyzing financial documents, conducting random audits, providing analysis and recommendations, including other compliance reliance related matters.

Job Description

Overview

The Housing Project Manager oversees, coordinates, and manages all project logistics for city approved development contracts, the homebuyer assistance program, and the home rehabilitation program.

Essential Functions

1 Manages, coordinates, and facilitates all development and contractual activities for projects serving the housing programs of the City of Dallas; monitors developers activities, provides assistance, and manages project scope and completion.

2 Tracks and oversees development contract activities; drafts and prepares partial release of liens and deed restrictions; prepares memo requests for developer payments, verifies income eligibility, and provides other information and management.

3 Learns and implements new processes and program objectives to enhance and grow the housing programs of the City; participates in professional development and program management to ensure highly skilled project management.

4 Engages, interacts, and communicates with the public about housing department programs, services, and projects; receives calls and provides information and direction.

5 Reviews, processes, and handles internal requests for the housing department for meetings, documents, and project updates.

6 Evaluates, reviews, and processes developer applications and requests; communicates with developers and facilitates project success.

7 Reviews eligibility for homebuyer assistance program; maintains documents, underwrites loan files, and drafts closing documents for HIPP closings and loans.

8 Provides direction for other staff involved in housing projects and programs.

9 Performs any and all other work as needed or assigned.

Knowledge and Skills

1 Knowledge of City housing projects and programs.

2 Knowledge of Mortgages and loan details.

3 Knowledge of project management and coordination.

4 Knowledge of underwriting and evaluating eligibility.

5 Ability to interpret and apply loan and contract specifications.

6 Ability to work with developers and program participants.

7 Communicating effectively both verbally and in writing.

8 Establishing and maintaining effective working relationships.

Minimum Qualifications:

EDUCATION:

* Bachelor's degree in a public administration, planning or business field.

EXPERIENCE:

* Two (2) years of experience in the housing sector which must have included three (3) or more of the following:

1. Evaluating real estate or economic development proposals.

2. Coordinating consultants for the preparation of studies.

3. Coordinating contractors for construction projects.

4. Conducting real estate financial calculations including loan amortization and pro forma analysis.

5. Providing support to policy committees.

6. Preparing written and oral reports regarding assigned programs and projects.

7.Preparing and monitoring project and program budgets and expenditures. (Which must have involved: developing timetables and work programs; reviewing and evaluating program data, considering alternatives and making sound recommendations, including alternative courses of action, such as project restructuring, funding alternatives, and/or cost reduction).

EQUIVALENCIES:

* High school diploma/GED plus six (6) years of the required experience will meet the education and experience requirements.

* Associate degree in any field plus four (4) years of the required experience will meet the education and experience requirements.

* Bachelor's degree (or higher) in a non-specified field plus four (4) years of the required experience will meet the education and experience requirements.

* Master's degree (or higher) in a specified field will meet the education and experience requirements.

LICENSE:

* Valid Drivers License and a good driving record.

Salary Range

$56,509.18 - $69,437.17

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
