Responsibilities
PURPOSE OF POSITION:• Directly supervises Human Resources associates along with Human Resources programs and policies including staffing, compensation, benefits, associate relations, training, payroll and safety programs. May serve as the top HR point of contact for a Plant within a larger Altec Operations facilityMAJOR RESPONSIBILITIES:Accountable for and assigns responsibilities for the administration of the following duties:• Advises managers and associates on state and federal employment regulations, benefit and compensation policies, HR procedures etc.• May supervise HR Representatives and/or Administrative Support Associates performing recruiting, payroll, benefits, and other HR duties• Conducts exit interviews and ensures that necessary employment termination paperwork is completed• Assists in preparing and maintaining HR records• Consults with or serves as a technical liaison between business, industry, and government• Implements, administers and evaluates HR programs, including performance affirmative action and employment equity• Ensures company compliance with federal and state laws, including reporting requirements. • Observes, interviews, and surveys associates and conducts focus group meetings to collect job, organizational, and occupational information; Evaluates positions, determining FLSA classification, essential functions and salary.• Schedules or conducts new associate orientations.• Plans and develops curricula and materials for training programs and conducts training• Performs searches for qualified job candidates, using sources such as computer databases, networking, Internet recruiting resources, media advertisements, job fairs, recruiting firms, or associate referrals; Plans, develops, evaluates, improves, and communicates methods and techniques for selecting, promoting, compensating, evaluating, and training associates• Research job and worker requirements, structural and functional relationships among jobs and occupations, and occupational trends• Provides input to management for the resolution of associate relations issues and investigations• Research associate benefit and health and safety practice and recommends modifications to existing policies• Acts as Company representative at conferences and events to promote Altec related programs• Conducts or directs the internal investigation of compliance issues; Conducts periodic internal reviews or audits to ensure that compliance procedures are followed; Consults with corporate attorneys as necessary to address difficult legal compliance issues• Participates in unemployment hearings with state government and third-party administrators• Serves as a confidential point of contact for associates to communicate with management• All other duties as assignedEDUCATION, EXPERIENCE, AND SKILLS REQUIRED:• Bachelor's Degree required• And one of the following …o Five years Altec Human Resources experience required with PHR Certification preferred, oro Five years external Human Resources experience with 2 years of Supervisory experience and PHR Certification preferred• Excellent computer skills required; Prefer Microsoft Office, PeopleSoft, Oracle, and/or Kronos experienceFINANCIAL BUDGETING, CAPITAL, AND/OR MANPOWER RESPONSIBILITIES:• Two or more direct reports• Recommends capital and workforce planning needs to Upper Management• Understanding of Human Resources finances and their applicability to overall facility operations• Reviewing HR function invoices for accuracy and management approval; May have responsibility for final approvalOTHER POSITION SPECIFICATIONS:• Demonstrated record of responsibility• Extremely detail oriented• Customer Service Oriented• Motivated, goal oriented and persistent• Maintain Company confidentiality • Must handle stress and deadlines well• Participate in Continuous Improvement Initiatives• Travel 0-25%Responsibility for Safety:• Safety In everything we doResponsibility to Prevent Errors:• Ensures appropriate reviews have been performed as needed for high quality Mental Alertness:• Continuous attention to all job functions ensuring quality products Communication with Others:• Requires outside and inside contacts to carry out company policy and programs; Improper handling will have considerable effect on operational results; Must often deal with matters requiring explanation, persuasion and obtaining of approvals
