For Earth For LifeBASIC PURPOSE AND SCOPE OF POSITION: Acting as strategic business partner, the Division Human Resources Manager manages the divisional human resources functions as well as safety, facilities and budget administration.PRINCIPAL ACTIVITIES: This position does the following in accordance with all applicable Federal, State and local laws / regulations and the Company's policies, procedures and guidelines:
- Serve as initial point of advise, problem resolution and facilitation in the areas of employee relations, performance management and employee discipline. Advise both employees and management regarding employee relations policies, procedures and documentation. Research, identify and analyze specific employee relations concerns and make appropriate recommendations to division management.
- Interact and consult with division and corporate management in the planning, approval and implementation of staffing projections, recruitment strategies, posting/advertising, screening and applicant pool development. Source and interact with local employment agencies. Monitor and review division adherence to recruitment/selection policies, procedures, practices and regulatory compliance issues.
- Conduct needs assessments with division management to identify and evaluate individual and/or group training requirements for employees. Select, develop or assist in the development of training materials and aids. Coordinate administrative functions necessary to deliver and document training programs within the division. Conduct new hire orientation, safety and benefits training, schedule compliance training (Harassment Awareness) and annual open enrollment training.
- Provide initial assistance and problem resolution to division employees on employee benefit issues. Act as a liaison between Corporate HR and division employees to resolve issues, enroll new employees, forward claims, process 401(k) enrollment and loans. First line contact for request for leave of absence.
- Manage the daily facilities operation of the division administration and warehouse buildings. Oversee activities of contractors, vendor personnel and suppliers. Monitor contracts for maintenance and inspections. Oversight for groundskeepers and housekeeping/janitorial services.
- Oversight of the development, management and implementation of a variety of safety programs to ensure regulatory compliance as mandated by local, State and Federal agencies. Manage the implementation and coordination of division safety programs to reduce or eliminate occupational injuries, illnesses, deaths and financial losses. Develop accident-prevention strategies for the division. Develop and maintain emergency/disaster preparedness and recovery plans for the division. Promote continuous improvement of divisional workplace safety practices. Manage and monitor routine facilities and safety inspections within the division.
- Provide a range of generalist support and problem resolution to division including, but not limited to, implementation of FMLA and catastrophic leave policies, compliance with ADA, FLSA, OSHA, Workers' Compensation and other Federal, State and local regulations. Monitor, advise and counsel on company policies, procedures and practices.
- Manage two direct reports, one administrative specialist and one receptionist.
- Ensure compliance with employee records retention including personnel files, medical records, workers' compensation and INS I-9 files.
- Submit invoices for payment at the corporate level. Monitor expenses to budget and report overages. Recommend and implement strategies for expense reduction. Work with Division Manager to develop and input operating budgets at the division level.
- Manage the procurement of supplies and equipment for the division office. Secure bids for major purchases. Negotiate contracts for major suppliers including office supplies and equipment. Review service supplier contracts including electrical, HVAC, plumbing, janitorial, landscaping and pest control services.
- Manage petty cash and banking activities for the division.
- Telephone / Voice / Information Systems: Coordinate service and maintenance of telephone, voice and information systems at the division level. Work with Corporate IS to resolve issues.
- Monitor entry into Ceridian (payroll system) and ensure compliance within the division for each payroll period.
- Manage and coordinate activities associated with the division Holiday Party, division summer picnic, division annual dealer meeting and the mid-year sales event.
- Responsible for preparing, recommending, implementing and maintaining. Succession planning programs and processes for the division personnel.
- Additional duties assigned by management.
MINIMUM QUALIFICATIONS:
- Bachelor's in business management, Human Resources or Business Administration required.
- Knowledge of Federal, State and local employment laws and regulations.

- Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse environment.

- Advanced analytical and critical thinking skills including the ability to analyze complex information and to define and solve problems.
