Colorado State University is Colorado's land grant institution and holds the Doctoral/Research University - Extensive classification from the Carnegie Commission on Higher Education.The Department has ~800-850 undergraduate majors, 50-55 M.S. and Ph.D. students, 18- 20 academic and research staff, 30-32 staff working in our CC, CFCT/CTRAC and ECC centers, and 36 faculty members. Our mission is to generate, disseminate, and apply knowledge about human development across the lifespan, in the context of family, culture, and society. Our goal is to use this knowledge to help resolve societal and developmental challenges faced by children, families, and our aging population, and to promote optimal development and opportunities for all.Our department approaches human development and family studies from an interdisciplinary perspective. Faculty members are engaged in research examining the development of basic human processes, like cognitive, social, and emotional skills, in the contexts of families, schools, culture, diversity, and other contexts, across the life span. A driving force behind this work is our commitment to the application of research findings to programs and policies that enhance the lives of individuals and families. A strength of our faculty is expertise in program development and evaluation. Fort Collins is situated on the Front Range of the Rocky Mountains with views of 14,000 foot peaks, and offers access to numerous cultural, recreational, and outdoor opportunities.Position Summary The HR Coordinator and Operations Support for the Department of Human Development and Family Studies within the College of Health and Human Sciences (CHHS) is a 12- month, full time Administrative Professional position. The position reports directly to the Business Officer. As a member of the department operations group this position will manage HR operations for the Department and work with the Business Officer to promote a human resources climate of cooperation, clarity of regulations and effective hiring, onboarding, retention, and mentoring of faculty and staff. The position will also coordinate with Department Head to facilitate department operations and administrative support by providing information, and engaging in discussion, around the department's missions.Required Job Qualifications
  • Bachelor's degree in Business, HR, or a field related to the department focus OR Bachelor's degree in an unrelated field and at least 2 years of relevant work experience OR Associate's degree and at least 4 years relevant work experience
  • Demonstrated ability to organize and prioritize multiple complex tasks
  • Experience utilizing complex systems to manage data
  • Excellent written communication skills as evidenced in application materials

  • Experience related to recruiting and processing hires
  • Experience onboarding new hires through the full employee life cycle
  • Knowledge of CSU and State HR policies

  • Serve as the Departmental HR Liaison which includes but is not limited to attending monthly HR community meetings, processing all Oracle actions, being the first point of contact for any HR needs and general questions
  • Participate directly in formulation of Department policies, ensuring that the personnel practices are in compliance with university regulations, policies, and appropriate laws; interprets university and departmental policies, and advises faculty, staff and students on their provision
Talent Acquisition and Search Support:Partner with department leadership, department supervisors, and HR to fill open positions with well-qualified candidates including:
  • Assist with development of position descriptions
  • Establish, organize, and manage recruitment/selection processes for each open position in the department utilizing the university's Talent Management System (TMS) and Handshake if needed
  • Move applicants in the TMS workflow
  • Create and maintain records related to the search process in accordance with University and College standards
  • Serve as support person for searches. Take meeting notes, post position announcements to various recruitment sites, arrange schedules, coordinate interview logistics, and track/enter relevant information into TMS
  • Manage Open Pools
  • Ensure compliance with university hiring policies and governing regulations
  • Oversee the processing Associate appointments
  • Coordinates and provides onboarding support for all salaried new employees (including faculty, AP, and State Classified staff) and enter their assignments in the Oracle HR system.
  • Oversee the onboarding support and Oracle HR Entries for all hourly assignments (including student hourly, non-student hourly, and graduate student assistantships)
Performance Management / Employee Retention:
  • High-level support for Department Head for performance management with annual evaluations for all employee types including faculty, administrative professional and state classified employees
  • Oversee promotion program and work with supervisors on promotional path and implementation of promotions for staff
  • In conjunction with the Business Officer, Maintain department personnel records
  • Maintain employee Conflict of Interest Management Plans and oversees compliance with annual employee conflict of interest disclosure process
  • Complete management of HR data for the department using the HRIS, which can include:
    • Initiating assignment information for all salaried employee types
    • In conjunction with the Business Officer, Processing assignment changes for all current salaried employees
    • Initiating and managing position management, and performance management data additions/edits
    • Providing support to all department stakeholders in the areas above as needed and appropriate
  • Manage all employee leave records (AL, SL, FML, etc.), audit leave balances, and leave processes and oversee entries in Time Clock Plus, inputting holidays, special leave, FML, post doc leave, etc.
  • Provide guidance and facilitation to employees and supervisors for special leave programs such as Family Medical Leave (FML), Family and Medical Leave Insurance Program (FAMLI), Emergency Paid Sick Leave, Short- term Disability, Leave Without Pay, and Workers Compensation
  • Oversee the running of monthly HR-related reports (via Time Clock Plus, Vista Plus, Oracle, etc.) and take appropriate actions
  • Oversee the Managing of Time Clock Plus data for the department and provide instruction to supervisors as needed
Percentage Of Time 65 Job Duty Category Operations and Department Support Duty/Responsibility
  • In conjunction with the Department Head and Business Officer, review and process all equity/special/promotional salary adjustment requests related to the Annual Merit Exercise (SALX)
  • Assist Dept. head with Faculty workload letters, salary notification letters, and help track annual evaluation processes
  • High-level support for the Tenure and Promotion committee with processing related documents for the College and University, as well as supporting tenure track and CCF faculty with Dossier document preparation for tenure and/or promotion reviews
  • Assist with development and updating of policy and procedure manuals; organize and manage department records
  • Participate in relative Graduate Committee initiatives to understand department Graduate policies. This will help with supervisory duties related to the Graduate Program Coordinator and HR Support position
  • Complete necessary duties related to supervising the Graduate Program Coordinator and HR Support position
  • In conjunction with other HDFS staff help coordinate and execute department events including faculty/staff retreats, faculty/staff meetings, etc. and typically involves arrange for suitable locations for events when needed, catering coordination, staffing, distribute event invitations and communicating event announcements
  • Provides enhanced support to the Department head and Business Officers.
