GENERAL POSITION SUMMARY:
Plans, coordinates, directs and evaluates the overall operation of the Human Resources Department, which involves all facets of personnel activities; formulates and administers official Human Resources policies and procedures for the organization; recommends changes to existing Human Resources rules and regulations; identifies operational needs and viable solutions; provides department heads with expert guidance and technical assistance on applications of employment and labor laws. Provides management/staff consultation, training and administration in area of expertise, hiring, recruitment, staff/volunteer records and policy/procedure administration. Requires periodic out-of-county travel.
ESSENTIAL JOB RESPONSIBILITIES:
PERFORMANCE INDICATORS
Personnel Policy/Procedure & Employee Relations Administration (60%)
* Recommends, evaluates, and participates in strategic planning for Agency.
* Reviews and recommends improvement of Agency's policies, procedures, and practices on personnel matters; ensures compliance and proper implementation.
* Responsible for interviewing, hiring, and training; planning, assigning, reviewing, and directing work; appraising performance; recommends compensation and discipline of direct reports; addresses minor complaints and resolves problems.
* Analyzes wage and salary reports and data to determine competitive compensation plans. Assists executive management in the annual review, preparation and administration of Agency total compensation program.
* Administers classification programs which includes classifying and reclassifying positions, and writing job descriptions.
* Researches and studies legislation and other sources to assess and maintain knowledge of current industry trends pertaining to all personnel matters.
* Consults with legal counsel as appropriate, and/or as directed by CEO on personnel matters; ensures that Agency complies with federal and state law and regulatory bodies.
* Oversees the analysis, maintenance, and communication of records required by law, regulations, governing bodies, or other departments.
* Works directly with department/program managers to assist them in carrying out their responsibilities on personnel matters.
* Maintains positive communications with Union representatives, providing information when warranted and /or required.
* Responds to staff grievances and complaints; follows Collective Bargaining Agreement and other legal mandated guidelines. Performs related investigations and provides documentation when warranted.
* Ensures all Agency Safety Program efforts are enforced.
* Other duties as assigned within the scope of position classification.
Supervision/Direction (30%)
* Supervises and directs HR staff in all administrative HR duties.
* Communicates changes in Agency personnel policies and procedures, equal employment opportunities, compensation, and employee benefits; insures proper compliance is followed.
* Insures recruitment, selection, and hiring processes follow internal policy, local, state and federal laws.
* Leads management team responsible for negotiating all Collective Bargaining Agreements; coordinates grievance hearings and activities; responsible for labor relations.
* Provides monthly reports and management.
* Other duties as assigned within the scope of position classification.
Meetings/Trainings (10%)
* Maintains an overall training schedule for mandated trainings.
* Prepares and conducts employee training sessions regarding departmental matters.
* Attends meetings, committee and professional development activities as appropriate.

SECONDARY FUNCTIONS:
* Works effectively as a team member; is able to give and receive information in a positive manner.
* Monitors performance appraisal programs.
* Insures the completion of employee paperwork for all newly hired and temporary staff throughout the Agency.
* Insures periodic audit of files for compliance with INS I-9 guidelines, certifications, medical information, background checks required by Federal and State laws.
* Insures there is adequate security and confidentiality of files.

MINIMUM REQUIREMENTS:
* Bachelor's Degree in Business Administration, Management or related field preferably with Human Resource Management Specialization, minimum 5 years' experience in Human Resources and with 5 years' experience in supervising staff. Professional in Human Resources (PHR) or Senior Professional in Human Resources Certification (SPHR), desirable
* 15 years' of upwardly mobile experience in Human Resources including 5 years' experience in supervising staff. and the willingness and ability to obtain the designations of either Professional in Human Resources (PHR) or Senior Professional in Human Resources Certification (SPHR).
* Strong knowledge of Federal and State Labor Laws.
* Excellent verbal and written communication skills.
* Strong presentation and training skills.
* Bilingual, bi-literate, English/Spanish, English/Punjabi, English/Hmong, and/or other language ability based on program needs preferred.
* State regulations require a physical examination, current tuberculosis test, and verified fingerprint and criminal records clearance before beginning work.
* Possession of a valid driver's license; current personal vehicle insurance, or safe driving record sufficient to ensure insurability through Agency policy.
