Introduction\nGRADE15\nLOCATION OF POSITIONMDH, Carroll County Health Department\nWestminster, MD 21157\nMain Purpose of JobThe main purpose of this position is to advise on, interpret and apply policies and procedures related to recruitment, testing, reclassifications, vacancy management, employee relations (including non-disciplinary counseling and progressive disciplinary actions), temporary employment and acting capacity. This position will perform at a moderately proficient level with significant independent decision-making ability for the Carroll County Health Department and its employees. This position will work under the authority of MDH-OHR Headquarters.\nMINIMUM QUALIFICATIONSExperience: Six years of experience, two years of professional HR experience involving recruitment and employment services,classification and compensation, employee relations, testdevelopment and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation and an additional four years of professional HR management work experience in the areas of recruitment and selection, classification, salary administration, employer relations, test development and validation or as a generalist.\nNotes:\n1. Candidates may substitute paraprofessional personnel workexperience on a year-for-year basis for up to four years of therequired experience. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules andregulations tospecific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activitiessuch as: preparing and maintaining employment records, calculating salaries, applying personnel related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regardingbenefits and obligations and responding to inquiriesconcerning employment procedures.\n2. Candidates may substitute the possession of a Bachelor'sdegree from an accredited college or university and two years of professional HR experience involving recruitmentand employment services, classification and compensation,employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation for the requiredexperience.\n3.Candidates may substitute the possession of thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, human resources management, business administration, public administration, statistics, tests and measurements, psychology or a related field for the required experience.\n4.Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience.\nDESIRED OR PREFERRED QUALIFICATIONSThe desired candidate should possess the following:\n\n\n1. Experience with State of Maryland retirement processes and conducting employee conferences and consultations on health and retirement benefits.\n\n\n2. Experience/training in employee benefits and open enrollment processes.\n\n\n3. Experience/skills in public speaking.\n\n\n4. Experience providing training and in services to employees and communicating clearly and effectively when speaking with employees, either one-on-one or in a group setting.\n\n\n5. Spanish/English bilingual skills.\nLICENSES, REGISTRATIONS AND CERTIFICATIONS1.Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Maryland Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.\n2.Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\nSELECTION PROCESSApplicants who meet the minimum (and selective) qualifications will be included in further evaluation.
