Job Description:
Position Title: HR/Payroll Director Reports To: Superintendent Location: Floydada Collegiate ISD Administration Office FLSA Status: Non-Exempt Position Summary: The HR Director will oversee human resources functions at the district level. This position directs HR policies, procedures, and programs that promote a positive work environment. The HR Director will work closely with school administrators, department heads, and staff to support the mission and goals of the district. Key Responsibilities:
  • Staff Recruitment
    • Supports recruitment strategies to attract qualified candidates for teaching, administrative, and support positions.
    • Helps coordinate hiring processes, including job postings, background checks, and employment offers.
  • Employee Relations
    • Serve as a liaison between administration and staff, addressing concerns and employment questions in a timely and equitable manner.
    • Helps facilitate conflict resolution and promote a positive workplace culture.
    • Helps ensure compliance with federal, state, and local labor laws and education policies.
  • Benefits and Compensation
    • Oversee the administration of employee benefits, including health insurance, retirement plans, and leave programs.
    • Work with the finance department to ensure fair and competitive compensation practices.
    • Manage salary schedules, pay adjustments, and stipends.
  • Professional Development
    • Coordinate professional development and required training programs for faculty and staff.
    • Support onboarding for new employees.
  • HR Compliance and Policy Development
    • Help develop, update, and implement HR policies and procedures in accordance with legal and regulatory requirements.
    • Help ensure compliance with Title IX, ADA, FMLA, and other relevant legislation.
    • Maintain accurate employee records and handle all HR documentation and reporting, including payroll and timekeeping systems.
    • Process Worker's Compensation and Unemployment Claims
  • Strategic Planning
    • Collaborate with school leaders to identify staffing needs and develop long-term HR strategies that align with school or district goals.
    • Use data-driven approaches to make recommendations on workforce planning, talent management, and succession planning.
  • Payroll Processing
    • Prepare and process payroll for all employees, including teachers, administrative staff, and support staff, on a scheduled basis.
    • Verify and enter employee time sheets, attendance, and leave records.
    • Ensure proper deductions (e.g., taxes, retirement, health benefits) are applied to each payroll cycle.
    • Issue and distribute paychecks or direct deposits.
    • Reporting to the Texas Retirement System.
  • Payroll Records Management
    • Maintain accurate and up-to-date payroll records, including employee wage information, tax forms, and other payroll-related documentation.
    • Update employee payroll records as necessary (e.g., changes in salary, tax withholding, benefits enrollment).
    • Keep records of all paid time off (PTO/Comp Time), sick leave, and other employee absences.
  • Compliance and Reporting
    • Ensure payroll processing is compliant with federal, state, and local laws, including wage and hour laws.
    • Prepare and file required payroll tax documents and reports, such as W-2 forms and quarterly payroll tax filings.
    • Assist with annual audits and ensure payroll records are readily available for review by auditors.
  • Employee Support
    • Respond to employee inquiries regarding pay, benefits deductions, timekeeping, and tax withholding.
    • Assist employees with completing payroll forms such as direct deposit authorizations and tax withholding forms (W-4).
    • Investigate and resolve payroll discrepancies and errors promptly.
  • Collaboration with Finance Department
    • Coordinate with the finance department to ensure proper allocation of payroll expenses and account reconciliations.
    • Assist with the preparation of payroll reports and analyses as requested by the Superintendent or Business Manager.
  • System Maintenance
    • Utilize payroll software or systems to input data and manage payroll functions.
    • Maintain up-to-date knowledge of payroll systems and procedures, as well as any changes in tax or wage laws that may affect payroll processing.
    Qualifications:
    • Bachelor's degree in Human Resources, Business Administration, or a related field
    • HR management experience, preferably in an educational setting
    • Knowledge of employment laws, HR best practices, and educational regulations.
    • Excellent interpersonal, communication, and leadership skills.
    • Proven experience in conflict resolution, employee relations, and talent management.
    • Strong organizational skills and attention to detail.
    Working Conditions:
    • Typical office environment, with occasional school or district site visits.
    • Ability to work under pressure and manage multiple projects with competing deadlines.
