Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HR SPEC (R&P/COMP) (TITLE 32), Position Description Number D1040000 and is part of the NC HRO, National Guard (JFHQ-HRO-Staffing / MD 1723-219). Responsibilities As a HR SPEC (R&P/COMP) (TITLE 32), GS-0201-9, you will provide advice and support to managers, supervisors, and the Human Resources Officer on recruitment and placement matters for professional, administrative, technical and clerical occupations (GS-09 and below) and for wage grade occupations (WG-10 and below); accumulate and analyze statistics concerning recruitment and placement function; ensure selection documentation and information is correct including military compatibility; check security requirements; counsel and register employees in DoD Priority Placement Program; interpret and apply State pay setting tools such as highest previous rate rule and recruiting and retention incentives; provide advice on military technician compatibility issues; assist technicians with permanent change of station moves; assist in conducting reductions-in-force (RIF); assist in developing, coordinating, and maintaining state plans/guidance; assist in educating commanders, managers, and supervisors on the various programs; respond to inquiries on recruitment and placement related matters. Requirements Conditions of Employment Qualifications MILITARY GRADES: Enlisted ( E5 and below) MINIMUM REQUIREMENTS: Experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs. Must have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee. Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer and using varied computer programs. Education You must provide transcripts documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
