Job Description:

AvantGarde, LLC (AG) seeks to engage an HR Staffing Specialist who supports client agencies working onsite (someday in the future) in Washington, DC, providing comprehensive support for recruitment and staffing to include developing vacancy announcements, rating and ranking candidates, issuing certificates, providing support for the candidate paneling process, issuing offers of employment, and coding personnel actions.

AG offers a comprehensive benefit package including a monthly commuter benefit worth $3,000 annually as well as immediate 401k and medical enrollment. This is a full time, 40 hours per week position, work will be performed in the metro Washington, DC area.

**NOTE:** The position will operate remotely until after pandemic restrictions are lifted.

The WORK

+ Provide advisory services to managers and supervisors regarding recruitment and staffing.

+ Provide the full range of Federal recruitment activities from beginning to end (full hiring life cycle) to include recruitment, staffing, job analysis, applicant assessment questionnaire, vacancy announcement posting, qualification determination, pay setting, onboarding, and separation.

+ Code and process personnel action requests (PAR) covering the full range of actions as defined in the Office of Personnel Management (OPM) Guide to Processing Personnel Actions (GPPA).

+ Develop comprehensive HR Assessment Tools. In some cases, this includes building on existing tools and in other cases it involves developing new instruments/tools.

+ Consult with managers and supervisors regarding internal staffing matters such as promotions, reassignments, miscellaneous pay adjustments, realignments, details, and others.

+ Notify candidates of the status of their application and respond to their questions regarding the recruitment process

+ Assist with conducting New Employee Orientation.

The REQUIREMENTS

+ Must have 8+ years of hands-on experience providing broad-based support in Staffing to a federal agency.

+ Bachelors degree is preferred; or the equivalent combination of relevant technical knowledge, training and experience in federal executive staffing, OPM rules, pay setting and processing the full range of personnel actions.

+ Competency using a variety of automated personnel systems, e.g., USA Staffing or Monster Hiring Management, National Finance Center and the Microsoft Office Suite of applications including Word and Excel.

+ Experience and knowledge of Federal OPM staffing and merit promotion rules and regulations, basic knowledge of OPM classification standards, and federal regulations related to processing the full range of personnel actions and related documents.

+ Delegated Examining certification (DEU) a plus

+ Strong oral and written communication skills with the ability communicate effectively with all levels of an organization.

+ Exceptional organizational skills with specific attention to detail.

+ Excellent, demonstrated customer service skills.

+ Flexibility with the approach to delivering work, managing multiple and changing priorities

+ Must be able to work onsite Monday through Friday, telework one day a week will be considered after 90 days employment

+ Must be able to obtain a federal Public Trust security clearance; active or recent federal security clearance preferred
