The Children's Center Head Start/Early Head Start is a federally funded program that provides no cost services to qualifying families who reside in the community. Comprehensive services are provided to pregnant women and their partners and children from birth to 5. Child development, health and family services are provided through a variety of program options designed to meet the needs of low-income and at-risk families.
About the Job for Talent Management and Development (TMD) Specialist
We are looking for aTalent Management and Development (TMD) Specialist to join our Human Resources department and conduct full life cycle recruitment in sourcing the best talent for the agency, as well as maintaining effective programs for onboarding, retention, promotion and succession planning. The TMD Specialist also serves as a facilitator for new employee orientation. If you are seeking a career in an educational community of extraordinary professionals, join ours! To be successful in this role, you should be able to develop long-term recruiting strategies and nurture trusting relationships with potential hires.
This position is ON SITE located in Courtland, Virginia.
The Talent Management and Development (TMD) Specialist will
* Provide professional expertise and support in the design, development and implementation of the talent review process that is required to achieve business goals and results in the creation of an internal bench of top talent.
* Serve as a business partner with hiring managers to develop effective sourcing and recruitment strategies that result in client satisfaction. Develop effective relationships within the organization and the hiring community to have influence and impact the recruiting process and hiring.
* Develop, initiate and maintain effective programs for workforce retention, promotion and succession planning.
* Manage and execute full life cycle recruitment within defined metrics to minimize overall time-to-start.
* Develop appropriate marketing strategies, define roles and responsibilities of hiring team, and develop service-level agreements to ensure an effective and efficient recruitment lifecycle while minimizing cost-per-hire.
We are most interested in applicants for the Talent Management and Development (TMD) Specialist who have
* 8+ years experience working in the human resources field, preferred full life-cycle (hire to retire) experience
* Thorough understanding of recruiting methods and best practices, as well as applicable policies and federal, state, and local employment laws and regulations.
* Recent experience recruiting in multiple discipline areas and levels, including hiring for nonexempt, exempt and leadership positions.
* Experience designing, developing and supporting organization-wide talent management programs that cover performance management, talent development, coaching, succession planning, data analytics and relationship management.
* Experience in all areas of sourcing such as the internet, social media, networking, employee referrals, job postings, as well as conducting open houses and virtual job fairs.
* Experience in working with applicant tracking systems and affirmative action plan requirements.
* Current HRCI-SPHR or SHRM-SCP certification or ability to obtain certification within one year of employment.
* Bachelor's Degree in Human Resources or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education.
* Familiarity of Head Start, Virginia Licensing, and Department of Transportation regulations
* Ability to work in a fast-paced environment and are well organized
* Flexibility with work hours and scheduling, including ability to meet needs of recruits for evening or weekend contacts
* Positive attitude and strong work ethic
Education and Qualification Requirements for Talent Management and Development (TMD) Specialist
* Minimum of eight (8) years experience working in the human resources field, preferred full life-cycle (hire to retire) experience
* Recent experience recruiting in multiple discipline areas and levels, including hiring for nonexempt, exempt and leadership positions.
* Current HRCI-SPHR or SHRM-SCP certification or ability to obtain certification within one year of employment.
* Bachelor's Degree in Human Resources or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education.
* Strong understanding of federal and local labor laws
* Knowledge of Head Start program rules and regulations preferred
* Full life cycle talent management/acquisition experience
* Proficient in MS Office; knowledge of HRMS/HRIS is a plus
* Demonstrated success managing multiple priorities simultaneously - orientated on driving results
* Excellent verbal and written communication skills
* Excellent organizational, analytical, and project management skills, with particular attention to quality and detail
* Excellent interpersonal and communication skills and the ability to work effectively with all levels of the organization
* Strong business acumen and understanding of the business drivers in the industry
* Demonstrates the ability to establish credibility and rapport with operating leaders
* Ability to analyze data, understand trends, and develop recommendations for action based on the analysis
* Valid Driver's License with ability to drive between school locations
* Ability to pass a criminal background check, tuberculosis screen and drug screen
* Prolonged periods of sitting at a desk and working on a computer
* Must be able to lift up to 30 pounds at times
* Ability to work flexible shifts and days of the week, including weekends
