Individual will report to the Regional HSE Manager and have responsibilities associated with environmental and regulatory compliance activities and provide support for safety and security programs. Compliance activities include spill response and reporting, supporting internal compliance assessments, assisting with Tier II chemical inventory reporting and spill prevention plan updates. Primary safety related tasks include in-field safety support, accident and incident investigation and reporting, internal and external auditing, and contractor oversight. This individual must establish and maintain effective working relationships with managers, supervisors, and employees.

ESSENTIAL FUNCTIONS

Additional responsibilities include:

  • Participate in external DOT and safety-related audits
  • Actively support the review of asset records & maps associated with O&M system descriptions
  • Assist with internal compliance assessments
  • Assist with spill reporting and incident response
  • Assist with response plan (SPCC & FRP) reviews and updates
  • Support annual Tier II chemical inventory reporting
  • Active in the field with employees to coach and mentor Plains safety policy's
  • Review completed Work Permits
  • Conduct incident investigations for company employees and contractors
  • Work with Security Director implementing security plan for the district
  • Participate in project kick off meetings
  • Provide contractor safety oversight, includes operation contractors and major projects
  • Conduct contractor safety audits

This position must be available to respond to emergencies 24/7. This position is 50 percent of time in field 50 percent in office.

KNOWLEDGE & SKILLS

  • Candidates must have knowledge of pipeline and trucking operations.
  • Working knowledge of OSHA, EPA, and/or PHMSA regulations as they pertain to the commercial transportation industry is preferred.
  • This position requires the candidate to be proficient in written and verbal communications skills, have strong interpersonal skills and to be adept in Microsoft Office programs (Outlook, Word, Excel, and PowerPoint).

EDUCATION / EXPERIENCE

  • Bachelor's degree in Occupational Health and Safety, Science, a related Technical discipline, or 5+ years field related experience.
  • Must be detail and task-oriented with the ability to work independently but also assist team members to accomplish shared goals.

Additional Requirements

  • Must participate in Plains Medical Surveillance and Drug and Alcohol program as required under OSHA's 29 CFR1910.120. & PHMSA, 49 CFR Parts 192.

Must be able to apply and obtain a Transportation Workers Identification Credential (TWIC).

Qualifications:

  • Valid driver's license with a clean abstract;
  • Cleared criminal history (background) and satisfactory reference checks;
  • Compliance with the Company's drug and alcohol policy including pre-employment D&A testing
