This position is paired between the following departments: Office of Human Resources 0.5FTE/Food & Nutrition Services 0.5FTE. The position is posted online at both departments. If you are selected for the job, you willbe hired for both positions.Reports to: Director of Central Staffing and Assistant Director of Human ResourcesDistrict & Department Overview:Founded in 1647, Boston Public Schools (BPS) is the oldest public school district in the country. With approximately 49,000 students from over 114 different countries, nearly 8,000 employees, and an annual budget of $973 million, the BPS is the largest district in Massachusetts and one of the most diverse as well.Currently BPS has 125 schools with two different food service delivery models. The majority of schools have full service kitchens with a full time cafeteria manager and subordinate staff. The remaining schools and programs are satellite sites receiving meals from an outside vendor, contracted by BPS. The district serves approximately 17,000 breakfasts, 25,000 lunches, and 2,100 after school meals per day . During the summer months BPS serves roughly 22,000 meals at sites all over the city. BPS has been approved for the Community Eligibility Provision (CEP); which enables the district to provide free meals to all Boston students.General Description:The Human Resources Manager works within the Office of Human Capital and Food & Nutrition Services (FNS) departments to provide FNS with full functioning HR support. The HR Manager creates and oversees the implementation of all human resources processes and procedures related to recruiting, hiring and staffing for FNS to assure well-run operations. Under the supervision of the Director of Central Staffing, using appropriate technology, the HR Manager will support department staffing needs, including, but not limited to recruitment, screening, selection, onboarding, and transfers. Under the supervision of the Assistant Director of Human Resources, the HR Manager will be responsible for processing personnel transactions and maintaining employee records for all FNS employees, as well as proactively assess staffing and performance needs and implement actions that effectively develop and leverage organizational talent for all FNS positions.The HR Manager will be expected to complete a high volume of transactional processes, own a high volume working group and must be able to form tight working relationships with district leaders. This is a self-directed role, and demonstrates independence and initiative. The candidate will be required to handle confidential and time sensitive information, often working with tight deadlines.Required Competencies:Managing Relationships: Leads, responds and relates well to people in all positions; is seen as a team player and is cooperative; looks for common ground and solves problems for the good of all.Creativity: Generates many new and unique ideas; makes connections among previously unrelated notions; is unafraid to use unorthodox methods; is seen as original and value-added in brainstorming settings.Drive for Results: Pursues everything with energy, drive, and a need to finish; does not give up before finishing, even in the face of resistance or setbacks; steadfastly pushes self and others for results.Personal Learning and Development: Is personally committed to and actively works to continuously improve himself or herself; recognizes the need to change personal, interpersonal, and managerial behavior; actively seeks feedback.Managing Through Processes and Systems: Designs practices, processes, and procedures necessary to get things done; simplifies complex processes; gets more out of fewer resources; creates systems that manage themselves.Functional and Technical Skills: Possesses required functional and technical knowledge and skills to do his or her job at a high level of accomplishment; demonstrates active interest and ability to enhance and apply new functional skills.Responsibilities:Staffing FunctionsOwn all hiring related transactional processing for the FNS department for the regular school year and summer programming; processing employees to fill budgeted vacancies according to hiring decisions, collective bargaining contracts, and state and city qualifications; Manages hiring process for substitute workersManage the processing of all documents regarding the hiring, assignments, returns from leave and transfer for employeesManage the employment agreement (EAE) contracts for FNSMaintain FNS job descriptions and post vacant positionsManage and conduct all FNS position recruitment and hiring during the annual peak hiring season and throughout the school yearIn collaboration with the Recruitment team, implement a streamlined recruiting and onboarding process for cooks and all department vacanciesSupport FNS hiring job fairsReview resumes, perform interviews and reference checksValidate I-9 documentation in accordance to Federal guidelinesCollaboratively develop and facilitate new employee onboarding (e.g. Welcome Sessions)Provide technical support to hiring managers in FNS on district policy and state/federal laws governing hiring practicesCommunication and Customer ServiceProvide department candidates and staff excellent customer service by answering HR-related queries with correct information, or providing additional support by troubleshooting and/or forwarding to appropriate resources within the departmentCounsel applicants and employees on rules, policies, benefits, procedures and job opportunities through training, small group or individual communicationRespond to requests for information regarding Boston Public Schools HR-related policies and proceduresCompose correspondence, reports, memorandums, meeting agendas, and other documents using Google Suite and Microsoft Office softwareData ManagementEnsure accuracy of employee dataCollect and manage employee-related data for staff communications and federal, state and local compliancePrepare reports on employee data to support Department insights and program evaluation. Interpret and analyze data to make recommendations based on findings.Maintain department organization charts and employee directoryMaintain new employee orientation recordsAttendance & Leave ManagementServe as the liaison between FNS and OHC Employee Services, ensuring that employees are submitting their requests for leaves in a timely mannerMonitors attendance reporting and ensures that attendance related information is accurately entered into the human resources information management system for compliance and verification, and works with OHC and FNS regarding errors in attendance reporting.Assist with deployment of substitute workers and redeployment of staff to ensure coverageCreate vacation/time off calendars to ensure departmental coverage.Work with central office staff in order to manage the Absent Without Official Leave (AWOL) process for FNS staffTrack FMLA and resignation requests and complete related transactional processingPayroll SupportApprove stipend requests via approval protocolProcess and provides payroll coverage, as neededManage the Food Safety Certification annual payout trackerEmployee RelationsMay schedule and prepare documentation in connection with disciplinary hearings and research grievancesPerforms all other duties as assignedQUALIFICATIONS - REQUIRED:Bachelor's degree1-3 years of professional experience in Human Resources or related fieldExperience with full-cycle recruitment and facilitating new hire orientationFamiliarity with unionized workforceRobust and creative problem-solving skills with the ability to act decisivelyAbility to multitask and meet important deadlinesDemonstrated ability to drive cross-functional projectsExcellent verbal and written communication skillsStrong interpersonal skillsAbility to work collaborativelyFlexible, adaptable, able to work under pressure and handle multiple and competing demandsKnowledge of key strategies and trends in employee relationsHigh professional standards regarding confidentiality, customer service and work qualitySelf-starter with a strong commitment to outcomesMotivated and ability to multitaskDemonstrated ability to find solutions to difficult problems and issuesStrong quantitative and analytical skillsNegotiating, teamwork, and conflict management skillsKnowledge of Federal, state, and local employment law (e.g., FMLA, FLSA, ADA)QUALIFICATIONS - PREFERRED:Master's degree in Human Resources, Business Administration, or related fieldExperience conducting workplace investigationsSHRM and/or HRCI certificationSecond Language Proficiency in (Spanish, Arabic, Haitian Kreyol, Chinese (Mandarin), Vietnamese, Cape Verdean Creole, Portuguese or Somali)Experience with Oracle (PeopleSoft) operating systemFamiliarity with mandated reporting requirements and guidelines* This position is based out of the Bruce C.
