The Georgia Department of Human Services (DHS), Office of Human Resource Management (OHR) is seeking candidates for the position of Human Resources Specialist 2 (Compensation). This position is located in Atlanta, Fulton County, Georgia.OUR JOIN TEAM!!!Job DescriptionPay Grade: K Under general supervision, provides analysis, research and technical expertise in a specific area of personnel within an organization. Assists with projects that have a significant impact to the agency. Primary Duties & Responsibilities:
  • Reviews/approves classification and compensation requisitions/personnel actions via an automated personnel action processing system (NEOGOV).
  • Evaluates positions, determining classification, exempt or non-exempt status, and compensation.
  • Researches and prepares data for occupational classifications, position descriptions, salary scales and competency appraisal measures and systems.
  • Assesses need and develops position analysis instruments and materials.
  • Accurately documents and clearly communicates the technical process, project and/or conclusions in appropriate detail and format..
  • Effectively communicates appropriate recommendations based on findings from research and analysis.
  • Develops, conducts and analyzes market surveys to make recommendations regarding reassignment of jobs to proper pay grades.
  • Responds to external salary surveys.
  • Determines special pay qualifiers, FLSA designations and pay entry rates.
  • Recommends salary options to address recruitment/retention issues.
  • Provides interpretation of State Personnel Board (SPB) Rules, technical assistance to agencies and analysis of requests for special pay adjustments.
  • Actively participates in internal and/or interagency development teams, serving as the HR resource.
  • Interprets and provides accurate information regarding HR rules and policies.
Minimum Qualifications
  • High school diploma/GED AND two (2) years of job-related experience in human resources;
OR
  • One (1) year of experience required at the lower level HR Spec 1 (HRP020) or position equivalent.
Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis. Preferred Skills/Qualifications: Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all the following skills/experience:
  • Compensation and classification work experience in corporation environment or governmental entity.
  • Experience directly implementing data management using PeopleSoft and/or Workday.
  • Experience interpreting Fair Labor Standards Act regulations relative to exempt and non-exempt classification status.
  • Senior Professional in Human Resources (SPHR) or Professional in Human Resources (PHR) certification.
  • Experience effectively collaborating with personnel at all levels of an organization and agency and community partners who provide/receive sourcing support.
  • Exceptional written and analytical skills as initially assessed by a review of application credentials submitted.
