As a member of our HR Benefits team, this professional position will be responsible for providing strategic leadership and overseeing day-to-day administration of the County's various employee leave programs and the County-wide wellness program. This position will strategically assess existing leave and wellness programming and resources, with a focus on employee experience, employee engagement, and compliance requirements. In partnership with HR and County leadership, this position will plan and implement program and process improvements, including the use of external vendors/resources, and will oversee County communication about these programs. Supervision is received from the HR Supervisor - Benefits and Wellness.

* Oversee and administer County leave programs, including paid sick and vacation leaves, FMLA, sick leave donor, extended sick leave, military, etc., with team member support; implement new processes in compliance with Maryland's new Time to Care Act (FAMLI) legislation
* Assess current leave programs and processes for efficacy, efficiency and employee experience, including need for external vendor support and software resources
* Lead processes to update programs and processes to reduce manual work and enhance the employee experience, in compliance with applicable federal and state employment laws, including Maryland's new Time to Care Act (FAMLI) legislation
* Update and apply leave policies in accordance with applicable employment laws
* With IT support, manage County leave-related system/software updates and changes; evaluate, test and validate system configurations as needed; troubleshoot system-related issues
* Oversee leave-related records retention
* On day-to-day basis, address complex employee matters; analyze and make recommendations concerning leave determinations/decisions; partner with managers to address matters
* Partner with HR staff to communicate with employees to provide information on leave allowances, procedures, and any required documentation, ensuring clarity and a positive employee experience
* Partner with Payroll department to ensure accurate tracking and compensation of leave periods, including addressing complex leave scenarios, leave extensions, and return-to-work
* Monitor and assess leave cases and metrics to identify trends; provide regular reporting
WELLNESS PROGRAMS/HEALTH CLINIC:
* Develop and implement County-wide wellness program that focuses on physical, mental and emotional health needs of Frederick County Government employees, with an eye toward a positive employee experience and return on investment
* Conduct wellness program assessments and surveys to determine priorities in wellness program development
* Oversee employee communication and marketing strategy to boost participation and sustain interest in wellness
* Manage and coordinate activities such as health screenings, educational seminars, health fairs, and nutrition and exercise programs
* Monitor, evaluate and analyze wellness program data to assess effectiveness and identify new wellness opportunities; monitor and assess metrics; provide regular reporting
* Recommend and implement program modifications and enhancements in line with best practices and evidenced-based approaches, supporting return on investment.
* Partner with vendors to facilitate a variety of employee wellness activities
* Partner with other HR staff to oversee the development of the County's new dedicated employee health clinic; serve as HR representative to the clinic
* Provide assistance to various County personnel and clinic administrators during construction of health clinic
* Partner with other HR staff to manage contractual agreements, related administration, and employee communication associated with health clinic services
GENERAL:
* Create, update and maintain databases, spreadsheets and other electronic and manual files and filing systems
* Prepare and facilitate various trainings and seminars
* Attend County events to promote employee benefits and wellness programing
* Perform other related duties as required

Administrator I Requirements: (salary range: $70,095 - 112,152)
* Bachelor's degree in Human Resources, Management, Business or Public Administration or a related field
* Minimum 5 years recent progressively responsible work experience in human resources administration, which must include FMLA and other leave administration
* Intermediate skills in Windows and MS Office Suite, including Outlook, Excel, Word, and PowerPoint
* NOTE: A combination of related education and/or work experience may be considered towards the overall requirements of this position
Administrator II Requirements: (salary range: $75,001 - $120,002)
* Bachelor's degree in Human Resources, Management, Business or Public Administration or a related field
* Minimum 8 years recent progressively responsible work experience in human resources administration, which must include FMLA and other leave administration
* Intermediate skills in Windows and MS Office Suite, including Outlook, Excel, Word, and PowerPoint
* NOTE: A combination of related education and/or work experience may be considered towards the overall requirements of this position
KNOWLEDGE / SKILLS / ABILITIES:
* Considerable knowledge and experience regarding the principles, methods, and practices of public personnel leave administration
* Knowledge of applicable federal and state employment laws and regulations, including those pertaining to FMLA and other leaves and wellness programming
* Knowledge of records practices involving leave
* Ability to effectively plan, organize and oversee the work of professional, technical, administrative and clerical staff; ability to lead projects across HR and other divisions
* Ability to use at an intermediate level word processing, spreadsheet, data management systems and equipment
* Ability to work with automated survey/assessment tools to identify business needs and measure effectiveness of solutions
* Ability to exercise sound judgment and objectivity in decisions affecting Human Resources

PREFERENCE MAY BE GIVEN FOR:

* Possession of current HR certification or other related certification
* Experience overseeing leave programs, including development of policy
* Experience in the development of new strategic initiatives involving leave or wellness
* Experience working in the public sector
