Under general supervision performs complex and varied professional work required to administer human resources programs, including classification and compensation, employee performance management, employee and labor relations, recruitment and selection, employee benefit services, equal employment opportunity, and training/staff development; provides consulting services to County departments related to all aspects of human resources programs and activities; and performs related duties as assigned.

Exercises no direct supervision over staff.

* Assists employees and management with the interpretation and correct application of federal, state, and County policies, procedures, and programs pertaining to the range of human resources programs and functions including recruitment, examination, selection, classification, compensation, training, staff development, and labor relations.
* Advises County staff and management on employment processes and procedures; provides advice and assistance regarding employment issues; investigates complaints.
* Plans and conducts recruitment activities; develops marketing materials; screens and processes applications; coordinates examinations and maintains eligibility lists; recommends salary offers.
* Participates in the organization of oral qualification appraisal panels, as well as written, performance, bilingual, and physical agility exams.
* Administers leave of absence programs; reviews requests and applications; makes recommendations and prepares responses and correspondence; tracks approved leaves; coordinates return to work.
* Conducts interactive accommodation meetings to determine reasonable accommodations to employee work restrictions under the Americans with Disabilities Act.
* Serves as a management representative in negotiations with labor union representatives as assigned; researches and advises staff on related issues, including laws, rules, and regulations, and compliance with bargaining unit contract provisions.
* Provides guidance to staff regarding employee benefit options and enrollment; explains program provisions, procedures, and eligibility requirements.
* Conducts internal classification studies and desk audits; develops new or revised class specifications, class concepts, and career ladders and lattices based on job analyses; recommends reallocation of positions where appropriate.
* Conducts personnel and workplace investigations; assists in responding to grievances and discrimination complaints and administering disciplinary actions.
* Reviews and processes personnel forms and employment verification for departments as assigned; collects and compiles human resources data; prepares or assists in the preparation of monthly, quarterly, and year-end human resources, legal, summary, and technical reports, as directed.
* Assists in the development and revision of human resources documents, procedures, and forms; assists in the development of policies, regulations, and procedures.
* Conducts special research assignments, gathers data, and prepares reports for consideration by management or special committees.
* Attends conferences, workshops, meetings, and training seminars to stay current in knowledge related to human resources management and assigned areas of responsibility.
* Performs other related duties as assigned.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to a bachelor's degree from an accredited college or university with major coursework in human resources management, business or public administration, employee relations, industrial psychology, or a related field.
* One (1) year of human resources experience in areas such as recruitment and selection, employee/labor relations, discipline/advocacy, classification, benefits and leave management, and/or staff development and training is preferred.
Licenses and Certifications:
* Possession of, or ability to obtain by the time of appointment, an appropriate California driver's license.
PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to operate a motor vehicle to visit various County and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Standing in and walking between work areas is frequently required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds.
ENVIRONMENTAL CONDITIONS
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Depending upon the number of applicants meeting the minimum qualifications, applicants may be scheduled for one or more of the assessments listed below. Of those passing the initial assessment, only the top 15 will move forward to the appraisal panel. Passing score is 70% out of 100% on each assessment section. If only one assessment is conducted, the weight for that assessment will be 100%.

Placement on Eligible List:
The Civil Service Commission may limit the number of qualified applicants eligible to participate in the examination process. If two or more candidates have the same total final score on an examination, they shall be ranked in order of their scores in that portion of the examination which has the greatest weight. The names of two or more eligibles having final ratings which are identical shall be grouped on the eligible list as tie names with equal rank for certification and appointment purposes.
Candidates who are successful in all phases of the examination process will be placed on an eligible list, in rank order based on a calculation of their total score from the examination process. The eligible list established by this recruitment will be active for a minimum of six (6) months or one (1) year, unless otherwise determined by the Director pursuant to section 6-4 (b) and may be extended for up to an additional year by the Commission.
