Salary: $23.69 Hourly Location : Geneseo Campus Job Type: Full-Time Job Number: 202300240 Department: Personnel/Personnel Administration Opening Date: 09/09/2024 Closing Date: 11/1/2024 11:59 PM Eastern Description The work involves responsibility for performing functions associated with civil service and human resources administration. The incumbent reviews applications, performs clerical activities undertaken during the hiring process and acquaints new employees with County policies and procedures. The Human Resources Assistant maintains employee records, answers employee questions, and processes paperwork necessary for civil service and human resources administration. The incumbent will also assist with other operations including, but not limited to, exam administration and labor relations activities. Considerable contact with the public, employees and local officials is required in carrying out the assignments and responsibilities of this position. The work is performed under the general supervision of the Human Resources Director. A Human Resources Assistant does related work as assigned. Examples of Duties
  • Reviews applications against adopted minimum qualifications and qualifies or disqualifies applicants in accordance with State law and local rules and policies;
  • Orders examination materials and participates in the administration of written examinations;
  • Prepares and distributes letters for the canvassing of eligible lists, and records results when canvassing letters are returned;
  • Reviews employee transactions to ensure they are in accordance with Civil Service Law and Rules, and informs senior staff of potential problems;
  • Provides orientation materials to new employees, answers routine questions, and processes paperwork necessary for new hires to commence employment;
  • Provides information regarding employee benefit programs to participants and potential participants, assists with enrollments, and provides assistance with routine problems;
  • Provides clerical assistance to senior level staff regarding a variety of confidential labor relations matters;
  • May assist with departmental supplies inventory, purchasing, vouchers, accounts payable and budget preparation;
  • Assists with other departmental work including, but not limited to:
  • Handling phone calls and walk-ins;
  • Assisting with payroll;
  • Assisting with employment recruitment process;
  • Responding to requests for employment references and verifications;
  • Composing and processing a variety of documents, and assisting senior staff with the preparation of documents, scheduling meetings, room reservations and similar matters;
  • Handling bulk and regular copying; and
  • Performs other related duties as assigned.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good communications skills both oral and written; good understanding of human resources administration; good understanding of Civil Service Law and Rules; ability to understand and explain various collective bargaining agreements, benefit programs, policies and procedures; ability to think and analyze facts and situations logically and apply relevant contract provisions, rules and policies; good math skills; ability to classify and categorize data according to established criteria; good customer services skills; ability to work with persons of various socio-economic and educational backgrounds; basic knowledge of labor relations activities; good knowledge of office procedures and commonly used office equipment and software; good ability to observe a large room of examinees and maintain order; ability to learn new things; ability to work in a high stress and busy environment; ability to maintain confidentiality regarding labor-relations, private health information and other sensitive employee matters; professionalism; tact; courtesy; physical condition commensurate with the demands of the position.   • Possession of an Associate's degreefrom a New York State or regionally accredited college or university in Business Administration, Human Resource Management or a closely related field.
  • Possession of an Associate's degreefrom a New York State or regionally accredited college or university.
  • Graduation from high school or possession of a high school equivalency diploma.
  • Graduation from high school or possession of a high school equivalency diploma.
General experience
  • None required.
  • One year of full-time, paid experience working in a personnel/ human resource office.
  • Three years of full-time, paid experience working in a personnel/ human resource office.
  • Five years of full-time, paid experience in an office setting which involved internal and/or external customer service, and/or data entry.
Supervisory experience
  • None required.

Part-time service will be given prorated credit toward experience requirements.
