Overview:

The award-winning Las Vegas-Clark County Library District is currently hiring for Human Resources Coordinator III for the Employment and Recruitment function of the Human Resources Department.

GENERAL SUMMARY

Under administrative supervision, the HR Coordinator III provides general administrative support to one or more Human Resources functions, including Benefits, Compensation and Classification, Training and Development, Human Resources Information Systems (HRIS), Reporting and Employment. Performs a variety of transactional duties in accordance with established policies, procedures and practices.

This HR Coordinator III position will report to and work under direction of the Employment Manager to provide specialized support for full lifecycle recruiting, including selection, onboarding, and employee relations. May serve as a recipient for HRIS system requests and HR data processing function including entering, processing changes, maintaining, auditing and reporting on sensitive and confidential HR data. The HR Coordinator III interfaces with a wide variety of internal and external customers to answer general HR policy questions and information requests and collaborates with supervisors to determine recruiting needs and methods. HR Coordinator III positions also assist with the other functional areas in HR as listed above.

Description of hours and wages:

The pay range for this position is $30.54 to $40.93 per hour. Pay typically begins at the minimum of the pay range, and employees are eligible for annual merit and COLA increases per District policy.

This is a full-time (40 hours per week), FLSA non-exempt position.

Responsibilities:

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Coordinates and facilitates all phases of the full lifecycle recruiting and selection process to include:
  • Collaborates with hiring supervisors to determine the adequacy of previous vacancy announcements/advertising and the nature of any recommended changes.
  • Prepares and inputs required recruitment data into the ATS.
  • Assist with job posting and advertisement process.
  • Applies qualification standards (Screens) to determine eligibility for a wide variety of occupations.
  • Schedules interviews, oversees preparation of interview questions and other hiring selection materials.
  • Performs new-hire Onboarding process including initiating applicable background checks, medical testing, entering data into applicable HR systems, creating first day/week agendas, answering new hire questions, coordinating with others to ensure a great new employee experience and following up with new hires poststart for feedback, and badge creation.
  • Assist with the interview & selection process, attending and conducting interview with supervisors and other key stakeholders - ensures compliance with federal, state, and local employment laws, regulation, and District policies.
  • Collaborates with hiring supervisor, Human Resources Manager, and job candidates during the offer process identifying and recommending starting pay and other pertinent details.
  • Assists with day-to-day administrative support of various Human Resources programs including but not limited to: Front Desk Reception; Employment (Recruiting & Selection); Training & Development; Benefits; Human Resources Information Systems (HRIS) & Reporting; Employee/Labor Relations; Workers Compensation & Unemployment; and Compensation & Classification.
  • Assists with employee relations policies, procedures, and investigations related to performance, attendance, discipline, and related topics.
  • Creates and maintains accurate and up-to-date Human Resources files, records, and documentation.
  • Answers frequently asked questions from internal and external customers relative to established policies, procedures and practices.
  • Enters updates and/or retrieves information from various automated Human Resources and/or Payroll systems.
  • Assist with planning and execution of HR & District special events.
  • Serves as a primary recipient of District-wide Personnel Action Forms/Requests and Position Change Actions.
  • May assist with the timely and accurate implementation of HR/Payroll database (UKG) changes to ensure accurate payrolls and audits.
  • Creates standard or ad-hoc reports out of HR data systems to ensure compliance with federal, state, local and District reporting guidelines.
  • Assist with the support of all aspects of Human Resources as it relates to data requests, including but not limited to data availability, feasibility of requests, ad-hoc reports, technical support and training.
  • Performs related work as assigned.
  • Qualifications:

    KNOWLEDGE, SKILLS, AND ABILITIES:

    EDUCATION:

    Required: High School Diploma or General Equivalency Diploma (GED).

    Preferred: Bachelor's degree in Human Resources Management, Business Administration, or a related field.

    EXPERIENCE:

    Required: Five (5) years Human Resources administrative support experience.

    Preferred: Two (2) years public sector recruiting or talent acquisition experience.

    LICENSE AND CERTIFICATION:

    Required: Completion of a university-sponsored Human Resources Management Certificate or aPHR/SHRM-CP Preparation program (obtaining a college degree in Human Resources Management may meet this requirement; related fields may not meet this requirement).

    Preferred: SHRM-CP, aPHR (HRCI), or PSHRA-CP certification, or equivalent.

    PHYSICAL REQUIREMENTS:

    Work is primarily performed in and office setting. Ability to lift up to ten (10) pounds and occasionally lifting and/or carrying such articles as files or books. Although work is performed in an office setting, a limited amount of walking or standing is often necessary to carry out job duties.
