JOB DESCRIPTION

Position: Human Resources Coordinator

Immediate Supervisor:Superintendent of Schools

Position Overview:

To improve teaching and student learning by supporting faculty and staff in an efficient and responsive manner through the management and implementation of human resources functions. This position carries out responsibilities in areas including, but not limited to, benefits administration; employee relations; recruitment and onboarding of new employees; unemployment processing; policy implementation, affirmative action, and employment law compliance. This position provides routine assistance to employees in interpreting and administering the benefit programs, personnel policies and procedures and collective bargaining agreements.

Qualifications:

Minimum undergraduate degree in Human Resources or related field.

Experience in human resources management; public school experience preferred but not required.

Strong project management skills, problem solving and analytical skills with the ability to conduct and facilitate group discussions.

Development of communication materials necessary. Excellent communication and interpersonal skills.

Ability to work independently and well as collaboratively with a variety of staff.

Recruitment and Retention:

Directs recruitment and hiring activities; including posting of vacancies, and assisting school administration in screening, selecting and interviewing candidates.

Conducts the initial orientation of staff members regarding personnel matters, including collective bargaining agreements, employee benefits, and matters relating to identification verification and/or work eligibility.

Coordinates a uniform hiring criteria, screening protocol, CORI and SAFIS background check process, and maintenance of application materials.

Assists with the facilitation of exit interviews and compile data for analysis.

Works with administration to draft job descriptions.

Employee Records:

Monitors all staffing levels in light of new and departing employees (including leaves) given staffing allocations and budgetary constraints.

Interprets and implements policies pertaining to licensure, classification, assignment, compensation and other related areas.

Tracks professional and non-professional teacher status for all educators in the district.

Receives, processes and coordinates all personnel transactions including leaves of absences, resignations, transfers, reassignments (voluntary and involuntary), etc.

Compliance:

Oversees the approval process for all new hires, changes in assignments, leaves of absences, returns from leaves, and unemployment requests

Compliance with State and Federal Regulations: GASB 45, Cafe 125 plan, Conflict of Interest, 403B guidelines and administration and Affordable Healthcare Act (ACA) .

Functions as the districts' designated agent in such matters as workers compensation, civil service, affirmative action/EEO, ADA, and HIPAA.

Prepares and submits employment-related reports as required by State and Federal law, School and Town policies and collective bargaining agreements.

Responsible for all hires and termination notifications to Bristol County Retirement, Mass Teachers Retirement, and all insurance vendors.

Consultation with Superintendent and/or legal counsel if some higher level of representation is needed for unemployment issues

Labor and Employee Relations:

Attends and represents the districts at meetings, trainings, seminars and conferences related to human resources, personnel, and payroll.

Attends and presents human resources related information at School Committee meetings, and participates in various employee task forces and committees as requested.

Develops and maintains the school district employee handbook, personnel procedures manual, and school employee job descriptions.

Compensation and Benefits:

Maintains all employee benefits and deductions for the districts: health insurance, long-term disability insurance, optional life insurance, basic life insurance, retirements, and union dues.

Processes all 403B and 457 plans.

Organizes and updates all open enrollment yearly for all insurances.

Oversees contractual Sick Leave Banks.

General Operations:

Participates in the development and implementation of the districts' goals as a key member of the Central Office team.

Attends Health Insurance Trust meetings and other health insurance related hearings.

Manages employment verifications, unemployment requests, and attends unemployment hearings.

Assists individual staff members when personal or professional situations arise in order to support them through leaves and/or the transition into retirement.

Assures that the human resources office remains a useful and responsive resource center for all job applicants, employees, and retirees.

Conducts work-investigations as needed.
