Job Description:
Responsible for a variety of disciplines within human resources: primary focus will be in employee/labor relations, and will also provide support with job description development and revision, onboarding, training, and development of new and existing employees and compliance processes.This position will support the PACE Modesto and Merced Centers, and will support Stockton PACE Center once established. Will initially require regular travel sites during training, and occasional or as needed, once acclimated to the role.Schedule is Monday - Friday, working 8:00am - 5:00pmCompensation: $75,774.40 - $79,563.12 AnnuallyGolden Valley Health Centers offers excellent benefits including Medical: (0 Deductible / $2,000 Individual; $4,000 Family Out-of-Pocket Max), excellent PPO coverages; Dental; Vision; 403(b) with match, FSA plans, gym discounts, and so much more!Essential Duties and Responsibilities* Maintain knowledge of legal requirements and government reporting regulations affecting human resources functions.* Serve as a subject matter expert on organizational policies and procedures, including the collective bargaining agreement.* Provide education, training and guidance to supervisory staff on all areas of human resources.* Develop training and/or tools for supervisory staff.* Actively provide support to the recruitment process, including the participation in interviews; and development of job descriptions and interviewing tools.* Handle employee complaints, grievances, disputes and questions.* Facilitate timely resolution of employee relations issues.* Assist with compensation and classification.* Develop and/or revise policies.* Provide guidance and support to members of the human resources department.* Must be able to maintain confidentiality and manage sensitive information appropriately.* Other projects and duties as assigned.Physical Demands* Lift up to 25 pounds occasionally and push up to 50 pounds (on wheels) on rare occasions.* Must be able to hear staff on the phone and those who are served in-person, and speak clearly in order to communicate information to clients and staff.* Must have vision with or without lenses that is adequate to read memos, a computer screen, personnel forms and clinical and administrative documents.Work EnvironmentThe physical environment requires the employee to work indoors, primarily in an office setting. The noise level inside is quiet to average. Use of general office equipment is required on a daily basis. Travel may be required at times.Education/Experience RequirementsMinimum Qualifications:* Advanced knowledge of employment law and human resources practices* Intermediate knowledge of Microsoft office suite* Advanced writing, reading and arithmetic skills* Excellent presentation, oral and verbal communication, and interpersonal skills* Exercise effective judgment, sensitivity, and creativity to changing needs and situations* Establish and maintain effective relationships with internal and external stakeholders* Ability to independently to problem solve with analysis and critical thinking skills* Ability to serve as a lead to others within the department* Provide support to all functional areas within human resources* Valid California driver's license, vehicle insurance, acceptable driving record and reliable transportation.Education/Experience:* High school diploma or equivalent.* Bachelor of Science degree in human resources, organizational management, business administration, or closely related field.* Minimum of three (3) years of demonstrated progressively responsible experience in human resources.* Human resource experience in a health care union environment strongly preferred.* Certification in human resources, PHR, SPHR, SHRM-CP, SHRM - SCP, or similar preferred.
