Why does the job exist?This position will provide comprehensive classification and compensation management/tracking services and recruitment for the assigned divisions, bureaus, and sections of NMDOT and within the Human Resources (HR) Bureau. The position will adhere to strict confidentiality, policies, guidelines, and will assist management with HR related functions. How does it get done?Provides HR support for District 3. Ensures compliance with NMDOT Administrative Directives, and State Personnel Board Rules, and Department of Finance and Administration (DFA) policies and procedures for the following:- Create job postings to include refer and screen, route, and certify lists.- Provide HR assistance to staff on payroll, benefits, and compensation.- Provide time entry technical assistance to program staff.- Process onboarding and off boarding with applicable payroll and benefits processing and closure.- Enter all HR transactions into Statewide Human Resources Accounting Reporting (SHARE) HCM and EDMS.- Serves as a liaison for the General Office and DFA for payroll.- Monitor active recruitments including corresponding with hiring managers, assisting applicants with questions, and verifying applicant qualifications. Provide support in the areas of compensation and classification transactions. Who are the customers?NMDOT employees. Ideal CandidateThe ideal candidate will have experience in the following:*Knowledge of New Mexico State Personnel Act and State Personnel Board Rules.*Experience with SHARE HCM system.*Experience in all aspects of SHARE recruitment.*Data entry of HR actions into SHARE.*Experience in organizing and conducting new employee orientation. Minimum QualificationBachelor's degree in any field. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling four (4) years may substitute for the required education. Employment RequirementsMust possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment. Business/Personal Reference check and Driver's License verification are required, and employment is conditional pending results. Working ConditionsWork is performed in an office setting, exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage. Sitting/standing, bending, squatting, climbing, reaching and kneeling for extended periods of time may be required. High volume interaction with the public, supervisors and co-workers.
