GENERAL PURPOSE The Human Resources Generalist is responsible for providing comprehensive support to ensure adherence to County policies and Collective Bargaining Agreements across divisions at Gracedale Nursing Home. This position will track attendance issues and coordinate the interpretation and application of County policies and Collective Bargaining Agreements. SUPERVISION RECEIVED This position reports directly to the Deputy Director of Human Services. SUPERVISION EXERCISED This position is not responsible for the supervision of other employees. ESSENTIAL DUTIES OF THE POSITION Maintains system to track employee attendance and disciplinary actions. This may include employees appearing to work without badges, no call/no show occurrences, sick call outs, and mandating employees that result from excessive call offs. Reviews shift reports to identify personnel actions for tracking and follow up. Provides information to department heads, managers, and staff on a variety of issues related to employee attendance and discipline as it relates to Union contracts, County policies, and work rules. Provides overall support to Gracedale Human Resources Department. Cross trains with other staff to learn relevant systems and processes, and possesses ability to serve as back up for other team members. May assist the Deputy Director of Human Services with low-level disciplines including obtaining Union representatives and reviewing employee schedules. An employee assigned to this title shall perform a majority, but may not perform all, of the duties listed in this job description. REQUIRED MINIMUM QUALIFICATIONS EDUCATION & EXPERIENCE Graduation from an accredited college or university with a Bachelor's degree; OR At least five (5) years of advanced clerical work involving the use of Excel and Kronos. Must be fluent in Kronos; OR At least five (5) years of work experience in Human Resources focusing on employee retention, labor relations, FMLA, payroll, or discipline tracking. AND At least one (1) year of satisfactory full-time professional work experience in Human Resources, Payroll, or a related field. OTHER REQUIREMENTS Applicants must be fully vaccinated against COVID-19, and present valid proof of vaccinated status, in order to be eligible for hire at Gracedale Nursing Home. According to the Center for Disease Control (CDC), people are considered fully vaccinated two (2) weeks after their second dose in a 2-dose series (such as Pfizer or Moderna vaccines), or two (2) weeks after a single-dose vaccine (such as Johnson & Johnson's Janssen vaccine). Upon hire employee must have a drug screening and COVID-19 testing. Employees may also be periodically tested for COVID-19 as required or recommended. In addition, Gracedale Nursing Home will follow The Centers for Medicare & Medicaid Services (CMS) requirements with regard to booster(s) needed for workers in health care settings. All employees of Gracedale Nursing Home will be required to attend Feeding Program training. KNOWLEDGE, SKILLS, AND ABILITIES Ability to understand Excel and maintain multiple spreadsheets. Knowledge of goals, objectives, principles, and practices of public human resources management. Strong computer skills with proficiency in Word and Excel. Strong knowledge of Kronos and scheduling software required. Thorough knowledge of proper records management, retention of records, and cataloguing of fi es. Ability to handle stressful situations. Ability to maintain confidential and sensitive information. Strong organizational and problem solving skills. Ability to establish credibility and be decisive. Ability to learn State and Federal labor laws and regulations, as well as the ability to learn specific rules and regulations governing human resources administration in the County. Ability to establish and maintain effective working relationships with employees, supervisors, and other staff. Ability to read, write, speak, understand, and communicate in English to perform the duties of this position.
